Research On The Impact Of Digital Economy On The High-quality Development Of High-tech Zones

At present,cloud computing has become a productive force,big data has become a means of production,the Internet is shaping production relations,the digital transformation of the real economy is the trend.As a result,the high-tech industry has risen to become a national strategic emerging industry and an important foundation for the national economy and social informatization.How to effectively release the power of the digital economy to boost China’s high-quality development has become an action issue widely discussed by the government and the community in recent years.As a demonstration zone of China’s high-quality economic development and a pioneer zone of innovation-driven development,the High-tech New District is an important engine of China’s regional economic development and a leader of high-quality local economic development.So,is the digital economy driving the high quality development of China’s high-tech zones? If the effect is confirmed,what is the mechanism of action behind it?Based on the data of 109 national high-tech zones in China from 2015 to 2019 and their resident cities,this paper constructs the index system of high-tech zones’ high quality development level and digital economy development level and measures them using the entropy value method,and the results show that: Firstly,the overall difference between the high quality development level of high-tech zones and the digital economy level of cities in China is large.Secondly,the regional differences between the level of high-quality development of high-tech zones and the level of urban digital economy in China are obvious,and the development level in the eastern region is significantly higher than that in the central and western regions.In the next place,this paper firstly constructs a benchmark regression model to test the existence of the influence of digital economy on the high quality development of high-tech zones,followed by a threshold effect model to test the non-linear effect of digital economy on the high quality development of high-tech zones,and finally constructs a mediating effect model to test the mechanism of digital economy influencing the high quality development of high-tech zones.The empirical conclusion is as follows: Firstly,there is a "positive U-shaped" non-linear relationship between the digital economy and the high quality development of high-tech zone,when the development of digital economy is very low,the digital economy development is not conducive to the high quality development of high-tech zone;when the development of high-tech zone reaches a certain maturity,the digital economy has a certain role in the high quality development of the economy.When the development of high-tech zone reaches a certain level of maturity,digital economy has a certain role in promoting the development of high quality economy.Secondly,the positive effect of digital economy on the high-quality development of high-tech zone has obvious regional heterogeneity,the eastern park and the central park respond to the digital economy more strongly and receive more digital economy dividends;meanwhile,the "positive U-shaped" non-linear relationship between digital economy and high-quality development of high-tech zone exists in the eastern park,while At the same time,there is a non-linear "positive U-shaped" relationship between digital economy and high quality development in the eastern park,while there is no inhibitory effect in the central park when the digital economy development is extremely low.Thirdly,from the perspective of influence mechanism,digital economy can promote the high quality development of high-tech zone by improving the entrepreneurial environment and gathering entrepreneurial resources to enhance the entrepreneurial vitality,and it can also improve the high quality development of high-tech zone by improving the resource allocation.Finally,based on the findings of the empirical study,we propose countermeasures to accelerate the pace of digital infrastructure construction in high-tech zones to promote the digital transformation of industries;to implement a differentiated digital economy development strategy to build a new pattern of coordinated development in national high-tech zones;to support and encourage the new innovation and entrepreneurship form of digital economy to stimulate entrepreneurial vitality;and to effectively play the corrective role of digital economy on resource mismatch to realize the optimal allocation of production factors.
