The absolute number of the elderly population in China is huge.Due to poor economic conditions,insufficient policy support,facilities and social attention,the old-age pension of the rural elderly population is in a more difficult situation than that of the urban elderly population.The old people with five guarantees are one of the special groups.China's five-guarantee model is divided into centralized support and decentralized support,which plays an important role in solving the problem of pension for the five-guarantee elderly.Measuring the cost-effectiveness and input-output of the two modes is conducive to the scientificalization of government decision-making,as well as promoting the development of the two modes.In this paper,case study method is used to select Qingcheng County Social Welfare Center and Baima Town as typical cases.Based on the cost-benefit perspective,the centralized and decentralized modes of support are compared,the existing problems and causes of the two modes are analyzed,and suggestions for improvement are put forward.The author reviews the existing research on the content of pension and the pension model,the five-guarantee system,the current five-guarantee object support model in rural areas,and the application of cost-benefit analysis theory in the field of public management.On this basis,the cost-benefit analysis framework of the five-guarantee model is put forward: cost is divided into financial cost and non-financial cost,and benefit is divided into financial benefit and non-financial benefit.Benefits.Specifically,the financial cost of the centralized support model includes the accounting cost of the nursing home,the salary of the managers,the expenditure of the elderly themselves,and the non-financial cost is to leave the original environment and family and adapt to the life of the nursing home;the financial benefit is the same level of the price of the nursing home,and the non-financial benefit includes the living status and satisfaction of the elderly,the score of the quality of life,and the society.Will benefit.The financial cost of the decentralized support model is the elderly's own expenditure,while the non-financial cost is the bias from others;the financial benefit is the price of employing nannies to care for the elderly,and the non-financial benefit includes the elderly's living status and satisfaction,quality of life score.Through cost-benefit comparison,the author finds that the ratio of financial benefit to financial cost of the decentralized mode is higher than that of the centralized mode.Only from the economic point of view,the decentralized mode is a better choice.But the five guarantees are not purely economic activities,its focus is to solve the old-age pension problem of the five guarantees.The centralized support mode plays an irreplaceable role in improving the quality of old-age care,ensuring family happiness,promoting social harmony and maintaining national stability.After analyzing the interview data,the author believes that in the underdeveloped western region,the development direction of the five guarantees should continue to take decentralized support as the main body and centralized support as the supplement.This paper summarizes the common problems of the two modes,including the inadequacies of life care and spiritual consolation for the elderly under the Five Guarantees.In addition,the problem of centralized support mode is also reflected in the conflict between supply and demand of nursing homes,as well as the inadequacy of personnel management.Finally,according to the welfare pluralism theory,the author puts forward suggestions to the subjects involved in the five-guarantee work,including the government,nursing homes,social organizations and families.
