With the successive introduction of central and local documents, family farms throughout the country have been booming in recent years. However, the particularity of China's land system determines that family farms mostly rely on land leases. Therefore, the flow of land management rights has become a key factor affecting its healthy development. In order to loosen the right to land management and stabilize the contracted management relationship of agricultural land, the central government proposed the reform of the system of sanctioning agricultural land ownership, contracting rights, and operating rights. As a result, the circulation of agricultural land in China has entered an accelerated development period, and new types of business entities such as family farms have also grown rapidly. However, behind the rapid development situation, problems such as unbalanced supply and demand of land circulation, difficulty in matching supply and demand, rapid increase in circulating rents, and difficulty in long-term land circulation have hindered the circulation of family farms and are not conducive to the sustained and healthy development of family farms. These problems are closely related to the inadequate, imperfect, and imperfect mechanisms of the rotational force of family farms in our country, and urgently need to be studied and solved.Based on the background of the Three-power separation of agricultural land, this paper analyzes and summarizes the status quo and major problems of the transfer of land management right of family farms in China.According to the evolution of agricultural land circulation between family farms and ordinary farmer households,a dynamic mechanism framework for the transfer of farm farmland management rights was constructed theoretically, and the general rules for the formation of farmland flow turning forces were explained from the mechanism level. At the same time,a logistic binary regression model was used to empirically analyze the influencing factors of the turning power of family farmland management right flow. The results show that the transfer of large numbers of rural labor to the non-agricultural sector is the initial condition for small farmers to evacuate their land. The risk of land circulation is an important factor considered by small farmers when they flow out of the land.At the same time, external factors such as social security have resulted in the transfer of land for small farmers. The decisive influence. For family farms, the non-agricultural experience of the farmer has a significant positive impact on the transfer of land, and the resource endowments and external factors of the family farm are the key factors that determine whether the family farm enters the land.According to the theoretical and empirical results,it can be seen that there must be two conditions for the occurrence of agricultural land circulation transactions: First, the supply and demand power must have enough strength.Second, the transaction costs must be sufficiently low. Therefore,it is necessary to strengthen the supply and demand momentum and reduce the transaction costs through the role of government promotion. In the end,the paper puts forward the policy suggestions on improving the power mechanism of the land management right circulation of family farm from four aspects: strengthening the power of land circulation supply, strengthening the power of land circulation demand, defining the function of local government and reducing the transaction cost of land circulation.
