Study On Operation Issues And Countermeasures Of Work Safety Specialized Trusteeship In Industrial Park

While the Industrial Park has achieved remarkable economic performance,the work safety of small and medium-sized enterprises in the park has become increasingly obvious.Because of the weak safety production resources,some industrial parks are becoming "worst-hit region" with frequent safety accidents and serious occupational hazards.Safety production trusteeship is a way to realize the effective utilization and allocation of safety production resources.It aims to make use of the technical advantages of safety production service institutions to make up for the shortcomings of safety production resources of small and medium-sized enterprises in the park,and then thoroughly solve the problem of "Unmanned,unmanaged,poorly managed " of safety production of small and medium-sized enterprises in the park.Industrial parks have exposed a series of problems in the process of operation of safety production trusteeship.These problems are mainly manifested in the following aspects: firstly,when the government security supervision department promotes the safety production trusteeship mode,the small and medium-sized enterprises in industrial parks lack initiative,and many enterprises still choose "self-sufficiency" to ensure the safety production level of enterprises;the administrative committee of industrial parks lacks the initiative of strict supervision;Safety service institutions lack the initiative to provide high-quality trusteeship services;secondly,small and medium-sized enterprises in parks and park management committees are short of relevant technical resources,so they can't obtain the efforts of safety production trusteeship service institutions,resulting in information asymmetry in the supervision of the quality of trusteeship service.After signing up safety production trusteeship service contracts between small and medium-sized enterprises in parks and safety production service institutions,safety service institutions make improper profits relying on its information advantages,whereas the relevant rights and interests of small and medium-sized enterprises in the park,which are in the information disadvantages,cannot be guaranteed.And the park management committee is difficult to make a big difference because of the lack of information and technology.This research uses the theory of actor network to analyze the driving and hindering factors of each main body(government safety supervision department,park management committee,small and medium-sized enterprises in the park,safety production service organization)participating in the safety production trusteeship of industrial park,and then to analyze the dynamic structure of each main body participating in the safety production trusteeship.By constructing a game model of supervision and management of safety production trusteeship service quality in industrial parks,this paper depicts the problems of difficult supervision of service quality in the interactive process between the Management Committee of industrial parks,small and medium-sized enterprises in industrial parks and safety production service organizations.Based on the results of case analysis,practical countermeasures and suggestions are put forward to improve system operation efficiency of safety production trusteeship in industrial parks.The main conclusions are as follows.(1)Through the study of the power structure of safety production trusteeship operation in industrial parks,it is concluded that the obstacles of the park management committee are double power dependence,insufficient safety supervision power,and the lack of high-level safety supervisors and the driving factors are to enhance social reputation and overall safety level of industrial parks;the obstacles of small and medium-sized enterprises in industrial parks are the weak strength of safety production resources and the existence of flukes.Fortunately,the driving factors are the pressure of government supervision and the internal driving force to improve the level of safety production;the obstacles of safety production service institutions are the lack of highlevel technical service personnel,insufficient supply of safety production and their own limitations;the driving factors are to improve the level of service and seize market share.Government security supervision departments should mobilize human and non-human actors in the safety production trusteeship operation network of industrial parks through administrative and economic means,and constantly improve the power structure of safety production trusteeship operation in industrial parks.(2)Through the multi-game study on the supervision of the quality of safety production trusteeship service in Industrial Parks,the results show that for safety production service institutions,the cost of providing safety production trusteeship service,the probability of imperfectly supervising the trusteeship service and the degree of punishment will affect their decision-making.The simulation results show that the formation of the trusteeship service carried out by safety service institutions is largely affected by the cost of providing safety production trusteeship service,which has a great influence on whether it chooses serious hosting strategy or not.As for safety production service organizations,the change of behavior after being punished for violations will affect the strategic decision-making of park management committee.For small and medium-sized enterprises in parks,the cost of co-ordination,the probability of non-coordination and the degree of punishment will affect their decision-making.The simulation results show that SMEs in the park are more sensitive to the economic cost of coordination with the rectification.The Management Committee of the park should increase the punishment for the immoral behavior of safety production service institutions,provide technical supports to safety production service institutions,and help them reduce the cost of high-quality safety production trusteeship services.At the same time,the park management committee should strengthen the punishment for the small and medium-sized enterprises in the park which are not cooperating with the rectification,improve the level of safety production through safety production technology training,and strengthen the safety production trusteeship mode to reduce the total cost of safety production.(3)The results show by improving the policy guarantee system and promoting the organizational system reform of the management committee to improve the relevant policy system;building the sharing mode of safe production resources in industrial parks,enhancing the supervision mechanism of public opinions,innovating the supervision mode of safety production,and establishing the incentive and restraint mechanism of win-win interaction among all parties to build the power structure of Trusteeship of various main bodies;and building the production trusteeship of enterprises.Management of information platform,improvement of safety production trusteeship service standards,and improvement of safety technology level are measures to strengthen the quality supervision of trusteeship service,and effectively ensure the efficient operation of safety production trusteeship in industrial parks.
