Research On The Growth Dilemma And Guarantee Mechanism Of Farmers' Land Property Income Under The New Normal

Under the new era of welcoming the great rejuvenation of the Chinese nation,in the decisive period of building a well-off society in an all-round way,the issue of "agriculture,rural areas and farmers" is related to the sustained and healthy development of the agricultural economy and the stability of the overall situation of the society.The party and the state must pay close attention to the work of "agriculture,rural areas and farmers" and deepen rural reform.Among them,the issue of farmers' income is the core of the "agriculture,rural areas and farmers" issue.Promoting the increase of farmers' income has always been the strategic goal and important mission of the party and the country's "agriculture,rural areas and farmers" work.The Party and the government regard agricultural development,rural revitalization,and peasant happiness as the starting point and foothold of the work,implementing the strategy of “revitalizing the countryside”,accelerating the short-board and improving the level of peasant students.However,the current income situation of farmers in China is not optimistic.In recent years,under the government's policy of enriching farmers and enriching farmers,the increase in farmers' disposable income has improved,but there are still problems such as structural contradictions,insufficient growth momentum in the later period,and large differences in regional and between urban and rural areas.Therefore,based on the attention to the rural land system and the peasant land property income of the 17 th,the18th and the 19 th National Congress of the Communist Party of China,and the Central No.1 Document of the past few years,increasing farmers' land property income can be said to be a new way and breakthrough for farmers to increase their income.It is a booster and an important cornerstone for rural revitalization.This article uses the relevant theories of classical Marxist writers and the thoughts and theories of the Communist Party of China on the issue of peasant income to discusses the Chinese peasant land property income under the new normal based on the comprehensive analysis of domestic and foreign research results and field research data.It contains three aspects: The first is the reality of the peasant's land property income.The paper combines the field research data and the official national statistical office and other databases to analyze the peasant land property income on a time and space basis,to summarize the characteristics of the current peasant land property income and the differences in the value-added income of farmers in the eastern,central and western regions,urban and rural areas and different income groups.The second is a review of the causes of restricting the growth of farmers' land property income.From the perspective of system,the irrational income distribution system,the imperfect land property rights system,the imperfect land acquisition system,and the incompleteness of the rural social security system have resulted in the loss of farmers' rights and the loss of excessive land value-added income.As a result,farmers cannot obtain more property income.From the market perspective,the development of rural financial markets is lagging,and the rural land transfer market is not standardized.It does not create a good market environment for the growth of farmers' land property income,and hinders the effective revitalization of farmers' existing assets.From the point of view of resource endowment,farmers generally have a low level of education,and the concept of investment and wealth management is more traditional.In addition,the existing farmer's property such as cultivated land in China is limited,which restricts farmers' income from the fundamental and source.The third is to build a guarantee mechanism for the growth of farmers' land property income based on actual problems.The specific countermeasures and suggestions are as follows: taking rural revitalization as an opportunity to promote farmers' income and consolidate the property income base;improving rural land property rights system,rural land expropriation system,rural social security system to optimize the institutional environment for the growth of farmers' land property income;comprehensively developing rural education to improve the quality of farmers and increase their income;improving the legal and policy system to lead the growth of land property income.It is hoped that by establishing a mechanism and strengthening its protection role as a “barrier”,it will promote the steady and sustained growth of farmers' land property income under the new situation.
