A Comparative Study On The Performance Of Farmland Transfer Patterns Between Lanzhou And Wenzhou

With the development of urbanization,the outflow of rural labor into the city is becoming more and more common in our country.The land abandoned in countryside is increasing gradually.In order to solve the problem of abandoning farmland,in recent years,China has issued a series of policies to promote the transfer of farmland,including the "the separation of the three types of rights" of farmland,farmland rights confirmation,revision of the rural land contract law etc.The implementation of these policies has,to a certain extent,promoted the transfer of farmland to large farmers,agricultural enterprises and farmers' professional cooperatives,but from the current situation of farmland transfer across the country,the development of farmland transfer shows obvious regional imbalance.Compared with the less developed areas in the west,the farmland transfer in the eastern developed areas developed earlier and more mature.Not only is the transfer scale larger and the transfer rate higher,but also the norm is usually stronger.Therefore,one of the urgent problems to be solved in the agricultural development of our country is to promote the transfer of farmland in the underdeveloped areas in the west and to further improve the performance of the transfer of farmland.In this paper,Lanzhou City in the underdeveloped area in the West and Wenzhou City in the developed area in the East are selected as research areas,and 375 valid questionnaires are obtained from 32 administrative villages in 16 townships through questionnaire survey.First of all,based on the investigation data of farmland transfer in the study area,the farmland transfer pattern of the research area is divided into three types: the self-type,township(village)collective dominant type and the market-oriented type.Then,10 evaluation indexes are selected from three aspects of economy,society and ecology to build an evaluation system to comprehensively evaluate the performance of farmland transfer pattern.Next,the weight coefficient of the above 10 evaluation indexes is calculated by using the AHP method.And then the comprehensive index is adopted to evaluate the performance of the farmland transfer patterns in Lanzhou an Wenzhou.Finally,according to the results of the evaluation,the impact of farmland transfer on rural economy,society and ecology is analyzed.The performance of different farmland transfer patterns in Lanzhou and Wenzhou and the performance of the same farmland transfer pattern between Lanzhou and Wenzhou are compared and analyzed respectively.The main conclusions of the study are as follows: first,no matter what pattern of farmland transfer,farmland transfer is generally conducive to rural development.If only considering the economic,social or ecological impact of a single dimension,the transfer of farmland promotes the development of rural economy and social harmony.However,it has brought some adverse effects to the rural ecological environment.Some adverse effects.Second,whether it's Lanzhou or Wenzhou,from the results of the performance comparison of different farmland transfer patterns in the same area,the market-dominated model is the best,followed by township(village)collective dominant model,and finally the self-type;Compared with ecological performance,the ranking from high to low is the market-oriented,the farmers self-styled,the township(village)collective dominant.Third,from the results of the performance comparison of the same farmland transfer pattern in different regions,no matter what type of farmland transfer pattern,Lanzhou is lower than Wenzhou in comparing economic,social and comprehensive performance,while comparing ecological performance,Lanzhou is higher than Wenzhou.Finally,based on the questionnaire survey and the above-mentioned research conclusions,in order to promote the transfer of farmland and improve the performance of farmland transfer in Lanzhou,the paper puts forward some suggestions,such as strengthening the propaganda of the farmland transfer,improving the farmland transfer market and rural social security system,accelerating the development of non-agricultural economy,standardizing the transfer of farmland,and strengthening agricultural ecological protection.
