Rural land issues has been the primal problem which impacted the development of China’s three rural problems, herefore, as a core issue in the rural land issues--the problem of rural contracted land use right transfer, the study of this problem is very important and far-reaching significance. Due to geographical advantages, the outskirts of metropolitan areas in rural areas should be the most advanced areas of rural contracted land use right transfer, and farmers as the main part of agricultural land (This article refers specifically to rural contracting land) right use transfer, their circulation behavior is vital to the formation of the agricultural land Transfer market in an area.Thus, this paper attempts to study metropolitan areas in rural areas contracted land use right transfer process from the perspective of farmers and their results, analysis metropolitan area farmers’ desire of agricultural land use rights’ transfer and agricultural land use right transfer behavior, and thus proposed the agricultural land market-oriented institutional framework for the transfer of design and its general suggestions.This thesis is divided into three parts including seven chapters:The first part:This part is mainly about the theory introduction of the agricultural land transfer,the Introduction put forward background information to this article arguments, and gave an outline of the methods and significance of research, literature review and research ideas. At the same time, by introducing the related mode of domestic and foreign agricultural use rights transfer, and compared them, and then draw some conclusions and inspiration, the foreign transfer of agricultural land provided experience for Chain to promote the circulation of agricultural land.The second part:This section is the core analysis section of this article, firstly, introduced regional overview and sample of the study area, including the age distribution of sample farmers, educational level, family size and the amount of labor, household income and part-work, The household contract land and so on. Then, from the two major aspects of the farmers own internal factors and external environmental factors to analyze the willingness of the farmers of agricultural land use rights transfer. on the basis of theoretical, with Logistic model to make further analysis of rural households own internal factor which is how to influence farmers’ desire of circulation of agricultural land use right, and refined out significantly affect factors from the influence factors, and on this basis, analysised the sample farmers’ agricultural land transfer behavior condition and behavior factors, and then simulate the formation mechanism and behavior process.The third part:based on the above analysis and the grasp of the full text, summed up the institutional framework for the design of the transfer of agricultural land market and its countermeasures and suggestions with layers of sub-way. Firstly, give a prerequisite for the agricultural land market of circulation, then given the basic conditions to meet the needs of these prerequisites, the final level is the basic conditions of suggestions, from top to bottom to deduce a relatively complete system of circulation of the agricultural land market.
