The Impact Of The Confirmation Of Farmland Right On Farmers' Willingness For Farmland Transfer

In 2017,the "Central Document No.1" clearly stated that it is necessary to speed up the process of granting certification of rural land ownership.At present,there are 28 provinces that promote this work in the entire province.The registration and certification of the rights to the contracted land management right of agricultural land is conducive to clarifying the property rights of farmland,safeguarding the rights and interests of farmers,and promoting the rational allocation of rural land resources.At the same time,it also has important implications for the"three rights allocation" of rural land ownership,contracting rights and operating rights significance.In July 2014,Fuqing City began piloting the registration and certification of rural land rights.It belongs to the counties and cities that implemented the pilot work earlier in Fujian Province.The effectiveness of the confirmation of the rights was significant,given that the Fuqing City farmland registration and certification work was carried out early and progressing smoothly,Fuqing City was selected as the research object of this thesis.Based on the theoretical basis of rural land confirmation registration,farmland transfer,farmland transfer willingness and property rights theory,scale economy theory,institutional change theory,etc.,this thesis analyzes the farmland confirmation rights to farmers in terms of promotion and inhibition.The impact mechanism of farmland transfer willingness,and then the empirical study on the impact of farmland confirmation on agricultural land transfer willingness,the Logistic model was selected,the research data of Fuqing City was analyzed in Stata12.0,and then the research area overview was introduced.The descriptive statistics of the data,including the basic characteristics of farmers,the basic conditions of farmland confirmation,and the basic rights of farmland transfer,analyzed the regression results of the model.Through research,this thesis mainly draws the following conclusions:First,the registration and issuance of farmland ownership certificate is conducive to improving the value of farmland,reducing the contradiction of farmland,reducing the transaction cost of farmland and promoting the development of farmland circulation market.Secondly,through empirical research and analysis,we have obtained the factors that affect the farmer's willingness to transfer farmland during the process of certification of agricultural land registration,there is publicity of agricultural land rights policy in the village.there has been any farmland rights determination,there is a farmland contractual management right certificate,the importance of farmland contracted management rights certificate,and the rights of farmers to protect their interests,these factors all have a bearing on farmers' willingness to transfer agricultural land.And the health status and age of the respondents,there have been land conflicts also affect the farmer's willingness to transfer farmland;Third,in the context of the transformation and upgrading of the economic structure and rural industrial structure in our country,it affects the flow of farmers' agricultural land.The factors are also changing.For example,the degree of influence of major occupations on the willingness to transfer rural land is significantly reduced.Moreover,although the farmers ' willingness to transfer farmland will have a stronger orientation and influence on the actual circulation behavior,there are also the phenomenon of inconsistency between circulation intention and behavior.Finally,based on the results of empirical research,the countermeasures and suggestions for promoting the transfer of agricultural land are put forward.First,strengthen the interpretation of the rural land confirmation registration policy,and correctly guide the confirmation of the right;secondly,improve the comparative benefits of agriculture and improve the social security mechanism;Solve the disputes over agricultural land circulation and optimize the environment for agricultural land circulation;Fourth,guide the diversification of agricultural land transfer objects,and cultivate and improve the agricultural land transfer market;Fifth,effectively implement the registration and certification of agricultural land confirmation rights and consolidate the work results.
