Research On The Application Of PPP Model In H Province Transportation Infrastructure Construction

Leaders of various countries all emphasize the importance of transportation infrastructure construction,which is the basic industry of national economic construction and has the characteristics of huge industrial scale and high degree of industrial correlation.The rapid growth of the economy puts forward higher requirements on transport infrastructure,the country will promote the development of transport infrastructure on spend more energy and resources,which makes the scale of the traffic infrastructure construction is increasingly larger,at present,the development of the transport infrastructure is largely dependent on government revenues and lead to the government's fund pressure is more and more big,this is an urgent need to form a new type of financing-public-private partnership model(PPP model),to attract more private sector funds to the traffic infrastructure construction.PPP mode refers to the long-term cooperation between the government and social capital through franchising,equity cooperation and other means,and the sharing of benefits and risks based on the spirit of contract and the concept of whole-life cooperation,so as to achieve the purpose of improving the government's ability to supply public products.In the process of deepening the reform of investment and financing system in China,the PPP model,as an important strategic measure,is of great practical significance in promoting economic transformation and upgrading,deepening reform comprehensively and accelerating the transformation of government functions.Making full use of social capital can largely solve the problem of difficult financing of transportation infrastructure construction,make the government more flexible in arranging fiscal expenditure,and improve the efficiency of government management and the quality of public services.Based on studies about the PPP pattern at home and abroad,this paper through the PPP mode and the comparison of the traditional investment and financing mode,points out the characteristics and advantages of the PPP mode,then analyses the PPP model in the application status of H province traffic infrastructure construction,then according to the H province transportation infrastructure construction using the PPP mode,analyzes the difficulties of the traffic infrastructure construction application of PPP model,and gives some corresponding countermeasure,finally,the taihang PPP H province highway project has carried on the case analysis,The specific cases show that the successful implementation of PPP projects can be guaranteed as long as the difficulties mentioned above and other problems of the specific PPP project are properly solved.
