Research On The Management Of Land Secondary Market In Wuhan

The land market is an important part of China's modern economic system and an important part of the resource factor market.The implementation of the paid land use system has played a positive role in establishing and improving the socialist market economic system,promoting the optimal allocation of land resources and saving intensive use.The present situation of land secondary market restricts the market allocation of land resources elements and the active utilization of land resources in stock,hinders the construction of a unified construction land market in urban and rural areas,and is difficult to meet the needs of new urbanization and economic transformation.This paper analyses the operation and management status of the secondary land market from two aspects.The main problems are that the management system is not smooth,the management system is not clear,the government supervision is not in place,and the service system is not perfect.In view of the above problems and the analysis of the reasons,this paper puts forward some policy suggestions to improve the management of the secondary land market in Wuhan: First,to improve the top-level design of the secondary land market and implement them.Land state owner's rights and interests,unified trading rules and relevant policies should be improved;second,a unified supervision system should be established to improve supervision efficiency by establishing a unified trading platform,implementing a transaction authentication system and strengthening the communication and coordination mechanism among departments;third,a sound secondary market service system for land should be established,intermediary organizations should be fostered,service standards of intermediary organizations should be standardized,and market integrity system should be improved.Fourthly,we should improve the linkage mechanism between the primary and the secondary land markets,bring the second land markets into the scope of land market regulation,strengthen land price regulation in the secondary land market,and improve the supervision of land contract performance.
