With the continuous development of market economy,secondary market transactions in the land market have gradually risen and developed.As one of the important ways of the transfer of the right to use state-owned land,the secondary land market is an important part of the paid use system of state-owned construction land.It is not only related to the healthy development of the land market,but also plays an important role in the economic development and social stability of our country.Changchun is one of the "pilot cities to improve the secondary market of transfer,lease and mortgage of construction land use right".The research on the characteristics and development evaluation of the secondary market of state-owned construction land is of great significance.Based on the current situation of land market in Changchun City,this paper systematically analyses the characteristics of the secondary market in Changchun City,summarizes the problems existing in the secondary market of land in Changchun City,and constructs a system including the transaction situation of the secondary market of land in Changchun City,the degree of regional land price,the degree of regional location advantage,the degree of balanced development of the secondary market of land and the degree of government intervention in the secondary market of land.Secondary market development maturity evaluation index system;using the combination of entropy weight method and analytic hierarchy process,quantitative and qualitative methods,this paper evaluates the secondary market maturity of Changchun city-level and district-level land.The main conclusions are as follows:(1)In 2011-2016,Changchun City's land secondary market was dominated by mortgage market transactions.In 6 years,a total of 7171 plots of land were mortgaged,and the mortgage area reached 5045.90 hectares,accounting for 88% of Changchun's land secondary market transactions.(2)The comprehensive scores of the maturity of the secondary market of Changchun City in 2011-2016 were 66.39,35.37,29.41,44.50,60.53 and 28.79 respectively.The overall development level of the land secondary market is at a development stage.(3)There is a difference in the maturity of the secondary market of Changchun City.The secondary markets in Nanguan District and Erdao District have higher maturity,and the secondary market maturity of Kuancheng District,Chaoyang District and Luyuan District is relatively low.The maturity of the secondary market of Changchun Jingyue Technology Development Zone,Changchun High-tech Development Zone,Changchun Economic and Technological Development Zone and Changchun Automobile Industry Development Zone is lower than that of the administrative district.(4)Based on the maturity of the secondary market in Changchun City,it is recommended to improve the trading mechanism,establish a fair trading platform,improve the service market trading system,clarify the responsibilities of relevant departments,establish a strict land transaction review system,and strengthen internal transaction supervision.In terms of strengthening the construction of the secondary market of Changchun City.
