According to Marx's theory of land ownership and Coase's theory of property rights,this paper argues that the land system with clear property rights is of great significance for the maintenance of collective land ownership.Therefore,the socialist public ownership system of land in China also has its historical inevitability.Separating land use rights under the premise of insisting on public ownership of land ownership,as a kind of capital for market circulation,is beneficial to the effective use of land.However,this paper also points out the main drawbacks of the current transfer of state-owned land use rights.These drawbacks have created the current land finance,seriously infringed on the collective rights and interests,and even disrupted the order of the market economy.However,there are many problems in the transfer of collectively-operated construction land,both in terms of institutional arrangements and technical deficiencies.However,through the analysis of the achievements,existing problems and experience of the current pilot areas,as well as the current policy orientation,there are still many obstacles that may affect the possibility of collective business construction land entering the market.Therefore,this paper combines the investigation and research,and analyzes the development of the collective management construction land in Shilin County,and puts forward relevant suggestions.These proposals are not limited to the collective operation of land for construction.The most fundamental thing is that Shilin County should base itself on the actual tourism destinations of the county.By expanding the tourism economy,broadening the sources of fiscal revenue,and reducing the financial dependence of the land,it can be a collective operation.Construction land entered the market to clear the obstacles.At the same time,this paper also puts forward specific suggestions on the technical level of the entry of the collective management construction land in Shilin County.
