Land is the most basic and valuable resources in our country.As the national basic system,land system is important for the development of economy and society and national security.At present,the high inadaptability of the land system with the development of urbanization and urban-rural integration requires to continue to deepen the reform of the land system.The third plenary session of 18 made the decision that allowing rural collectively-owned commercial construction land transfer,lease and buying shares for commercial purposes to implement the same market and same price with state-owned land.Unlike the state-owned construction land in a single route to enter the market,there are three entry routes of rural collectively-owned commercial construction land,named entry on the spot,entry after adjustment and entry after remediation.Due to the different impact by urban economic radiation and problems left over by history.Reasonable selection of entry route of rural collectively-owned commercial construction land could help to realize entering the market according to circumstances and the efficient and intensive use.This study first searches the relevant literature at home and abroad and gets the current research progress of rural collectively-owned commercial construction land transfer.Based on the theory of property rights,land rent theory,land asset management and large-land scale use,this study analyses the concept,advantages,disadvantages and applicable conditions of entry route of rural collectively-owned commercial construction land.Secondly,this study selects rural collectively-owned commercial construction land in pilot area which are Anda,Heilongjiang,Jiutai,Jilin and Haicheng,Liaoning as study area.Through field investigation,this study collects and counts the number of parcels,the area of the parcel,the user's situation,the use of the land,the state of use and the specific geographical location village-by-village.Last,through the methods of mathematical statistics to analyse present situation of rural collectively-owned commercial construction land in study area comprehensively and according to the three main factors that affect the selection of entry route of rural collectively-owned commercial construction land:location factors,area factors and the use of the state,this study establishes classification standards.Based on the classification of the rural collectively-owned commercial construction land,respectively select the entry route from the perspectives of solving the history's legacy of stock land and achieving maximum benefits of land.To analyse three entry routes of rural collectively-owned commercial construction land theoretically,the results show that the route of entry on the spot is easy to operate and spending less with less time.But both sides'desire to enter the market are not strong and it is difficult to deal with the rent of current users.The route of entry on the spot is mainly applicable for the commercial land which is in use and not beyond the useful time.The route of entry after adjustment can effectively solve the land fragmentation problem,realize industrial agglomeration,release the value of the land in remote areas and protect the land red line of 18 million mu.However,the adjustment cycle is long and raising funds for demolition and reclaim is difficult.Some land reclamation quality is not high and the distribution of land value-added is complex.The route of entry after adjustment is mainly applicable for rural collectively-owned commercial construction land which is single and small area parcel scattering in the village and is not suitable for production operation.The route of entry after remediation can effectively promote urbanization,improve the land intensive level and the quality of life of villagers and increase villagers' income from land transfer.However,the remediation cycle is long and raising funds for demolition and reclaim is difficult.In most areas there is a demolition dilemma,and the risk is high.The route of entry after remediation is mainly applicable to rural collectively-owned commercial construction land which is formed by historical reasons.To select the entry route of rural collectively-owned commercial construction land in study area,the results show that to solve the history's legacy of stock land,rural collectively-owned commercial construction land should mainly select the route of entry on the spot by which the area of parcel is 615.29hm2,accounting for 96.71%of the total area.3.29%of the area of parcel should select the route of entry after adjustment.To achieve maximum benefits of land,rural collectively-owned commercial construction land should mainly select the route of entry after remediation by which the area of parcel is 332.40hm2,accounting for 52.24%of the total area.44.48%of the area of parcel should select the route of entry on the spot.3.28%of the area of the parcel should select the route of entry after adjustment.This means that the most stock land is in use and has a good economic benefit,so most parcel should select the route of entry on the spot.The few remaining sitting idle parcel which can't enter on the spot,can enter after adjustment.The reality is that suburb areas of land have high economic value,after renovation can improve the efficiency of the land.So based on solving the history's legacy of stock land,suburban parcel selecting the route of entry after adjustment can achieve maximum benefits of land.
