The reform of the rural land system and the integration of urban-rural areas are not only conducive to the sustainable development of urban areas,but also more conducive to the development and construction of rural collectives.With the continuous advancement of urbanization,the continuous expansion of urban construction land cause that the land acquisition system has been hindered,while the collective construction land in rural areas has been left unused,homestead vacancies have been wasted,and a large number of rural collective lands have been abandoned or the utilization rate is low.In order to improve this situation,solve the contradiction between urban and rural areas,narrow the gap between urban and rural areas,and activate collective construction land,the third plenary session of the 18 th CPC central committee put forward that it builds a construction land market of integrates urban and rural areas under the conform planning and control system,as well as allowing collective management construction land enter the market.Standing committee of the twelfth national committee approved and selected 33 pilot counties and districts such as Daxing District in Beijing to begin trials in the market,and conducted bold explorations on issues such as obstacles and vacancies of existing laws and regulations,and the distribution of income to the market.Still sorting out the relevant practical problems,the trial of the market still need to explorate further.In this study,the case of Longxi County,Gansu Province,which is one of the pilot regions.Firstly,it analyzed the previous theoretical issues of the collective operating construction land entering the market,while it is as a theory for the key issues during the market entry and the key issues that need to be considered after entering the market.Next,it followed by summarizing the different practices of the typical pilot areas in the country,and systematically analyzing the three aspects such as the reference,the supplement and the non-acceptance.Again,a detailed analysis of the general situation of the pilots in the Longxi County and the status of transaction into the market,summarizes the deficiencies in Longxi County's entry the market and proposes improved policy recommendations.Finally,on the basis of summarizing the above research,this paper proposes a mechanism block diagram for the introduction of Longxi County into the market.The main conclusions are asfollow:(1)Among the key issues that need to be considered,when entering into the market for collective operational construction land in rural areas,it is necessary to consider two issues such as the scope of market entry and the income from entering the market.The inventory of land ownership certificates and newly-added collective operational construction land can be registered and registered by government departments can enter the market.Government departments can participate in the distribution of income from the market as the supervisory department of the market,and the ratio should not be too high.(2)In the pilot projects in typical regions of the country,in the precondition of entering the market of the land use control system,it shall not distinguish between the land for operational construction of existing stocks and the land for new operational construction;the land granting companies and land cooperatives authorized by the land ownership subject may also be used as the main entities for implementation;the collective operational construction land use rights acquired by the method can also be used as mortgage loans;based on value-added income of the income distribution of the market;land use after the market can be used for reference in the development and construction of leased housing.(3)During the trial period of the Longxi County's entry into the market,there was no separation between the ownership entity and the implementing entity;the market entry method was too monotonous,and only 88.4% of the total transfer parcels were sold by agreement;the procedures for entering the city were complex and required by 18 procedures,and repeated examinations and approvals among multi-level multi-sectors;the use of commercial-based multi-sectors,accounting for 83.7% of the total,and other purposes are less;the mode of distribution of land value-added benefits is confusing,and there is a phenomenon in which collective economic organizations,village collectives,and farmers distribution ratio.(4)From the perspective of different participating entities,the company has combed into the market from the aspects of planning guidance,policy guidance,confirmation of parcel entry,approval process,market entry approach,market entry mode,land price determination,investment financing,benefit game,market use,and post supervision.Basedon the mechanism,a block diagram of the new mechanism for entering the market in Longxi County was constructed.
