Since the 21 st century,Chinese enterprises have been confronting with uncertainty of the environment in the process of economic transformation, while these enterprises also facing with corporate social responsibility issues in their rapid development. At present, there are many problems such as poison feed, nuclear pollution food, false advertising misappropriation and other social responsibility issues, which not only endanger the consumer and the user's safety and interests, but also seriously affect the long-term development of enterprises. Therefore how to promote the implementation of corporate social responsibility behavior becomes an urgent issue. Many scholars has found that Corporate Social Responsibility(CSR)behavior is affected by many factors, mainly divided into internal and external factors.Within the enterprise,CSR behavior is influenced by different leadership styles such as ethical leadership and transformational leadership, organizational culture, organizational atmosphere and so on,but nobody has carried out how strategic leadership promotes CSR behavior.Outside the enterprise,CSR behavior is affected by external environmental uncertainty, institutional pressure, industry standards, market competition and so on.In practice,CSR behavior is affected by internal and external factors at the same time, but its mechanism is not so clear. Therefore, based on the upper echelon theory and organizational legitimacy theory, this paper introduces the organizational culture and institutional pressure as the mediator variable and the moderator variable respectively, and studies the influence mechanism of strategic leadership on the CSR behavior.Taking the upper and middle managers of private firms as the research object, the sample analysis and hypothesis test were carried out by 304 samples. The test results show that:(1)strategic leadership has a significant positive impact on CSR behavior;(2)organizational culture has a partial mediation in the relationship between strategic leadership and CSR behavior;(3)institutional pressure negatively moderates the relationship between organizational culture and CSR behavior(4)test the moderation of institutional pressure in relationship between internal integration values and CSR behavior, and between the external adaptation values and CSR behavior, then find thatinstitutional pressure only negatively moderates the relationship between external adaptation values and CSR behavior. This study introduces two perspectives of upper echelon theory and organizational legitimacy theory and expands the theory of CSR behavior fulfillment mechanism. It firstly examines the direct influence of strategic leadership on the CSR behavior, the mediation of organizational culture between them and the moderation of institutional pressure between organizational culture and CSR behavior. The empirical results of this study are instructive for the selection and development of enterprise leaders and the establishment of organizational culture, and it is also instructive for the government to guide and promote CSR behavior.
