Housing affordability is not only the basis for government to control and supervise the housing market, but also to make relative policy. The remarkable distinguish between low-income housing and commercial housing is housing affordability. However, the policy applied on the regulation and supervision always face to an embarrassing situation in our housing market, which is the reaction of the market after regulation failed to achieve the anticipated goal of policy control. The primary reason that formed this situation is for the policy maker took a simple and crude method--across the board, and neglects to adjust measures to local conditions. Housing demand is diversity from different cities, different areas, and even different families.In order to provide the basis and advice to regulate the housing market and make the housing policy in future, this thesis explores influential factors on the difference of housing affordability of commercial housing for the urban residents in Hubei province, by combine the disposable income and average price on commercial housing for urban residents in three cities with different scales -- the big one, the medium one and the small one, use the threshold of Price-to-Income Ratio and Coefficient of Variation as the criteria to form the model for study the housing affordability in different areas.After empirical study, the thesis draws conclusions as follow:Firstly, housing affordability appears obviously regional differences. The situation of the-lowest-income families in facing of housing affordability problem is very universal while there is no such problem existing in the-highest-income families. Low-income families in big and small cities encounter serious housing problems while the situations in medium-size cities are relatively relaxative. For low-income families, there are housing problems in big cities, more serious than that in medium-size cities. But no housing problems are spotted in small cities. For families from middle income and above or high-income families, small cities show strongest housing affordability while the weakest in big cities, medium-size cities in below. Secondly, the trends of housing affordability have its regional differences. The housing affordability of urban residents from big and medium-size cities is escalating gradually while opposite trend in small cities. Overall, the regional differences are diminishing year by year. In conclusion, the imbalance in economic development, the income disparity of the residents, the difference of concept of consumption and the housing policy that is carried out in different regions will all have effect on the housing affordability of residents.
