| In developed countries,individual housing property tax has a long history of development.It is one of the most important taxes in various countries.It regulates income distribution and promotes social equity,increases local fiscal revenue,curbs real estate speculation,effective regulates housing prices and plays an important role in other aspects.By contrast,in China,the development of individual housing property tax is still lagging behind;there is a small scope of reform pilot,pilot effect of the general phenomenon.And,in our country,the real estate industry is overheating,housing speculation is still rife,and the housing market is failing;Local governments,lacking major tax types,have become increasingly dependent on land finance,exacerbating the rise in housing prices.Therefore,it is of great significance to steadily and effectively promote the reform of China’s individual housing property tax.To start with the general situation of China’s real estate tax,this paper introduces the development process and current situation of China’s real estate tax,and briefly introduces the pilot situation of Shanghai and Chongqing.It focuses on the analysis of the effectiveness and deficiencies of the pilot,confirms the feasibility of individual housing real estate tax,and clearly points out the deficiencies of the pilot policy.Based on the general introduction,this paper summarizes the current problems of China’s personal housing property tax,including small tax scope,unscientific tax basis,unreasonable tax rate setting,incomplete supporting facilities,etc.Then,the paper will take California as a typical case to introduce and analyze its real estate tax system,including the main development process,current real estate tax system,real estate tax income and other aspects,and summarize its advanced experience,especially in the context of our national conditions,which can be used in the present.Finally,in view of the current problems in China’s individual housing property tax,combined with the relevant experience in California,the tax system and supporting facilities are proposed in two aspects of policy recommendations;Including broaden the scope of taxation,scientific tax basis,the implementation of differential floating tax rate.Construct the real estate information registration system and value evaluation system. |
