Research On The Construction Of Credit System In Agricultural Materials Field Based On Blacklist System

Agricultural security concerns the national economy and people's livelihood.The report of the Nineteenth National Congress pointed out that we should speed up the introduction of management measures for illegal and dishonest lists of agricultural materials and improve the construction of agricultural credit system.Agricultural credit system exists in the situation of weak credit consciousness,lack of supervision,unbalanced regional development,fake and inferior,and security incidents of agricultural supplies occur from time to time.The construction of agricultural credit system is of great importance and urgency.The blacklist system is of great significance to the construction of agricultural credit system.It can not only effectively promote the construction of agricultural credit system,but also further promote industry self-discipline and fight against illegal crimes through a standardized reward and punishment mechanism,thus forming a virtuous circle of survival of the fittest.From the realistic background,this paper expounds the research background,purpose,significance,content and technical path of the establishment of blacklist system in agricultural credit system.By reviewing the theoretical research and practical exploration of credit system construction at home and abroad,taking three main agricultural credit system modes under market-oriented,government-led and membership system as reference,this paper analyses the advantages and disadvantages of foreign credit system construction,and expounds the current research status of blacklist system in agricultural capital field.Combining with the definition and characteristics of agricultural resources,agricultural market and agricultural credit system,this paper analyses the current situation of the establishment of blacklist system in agricultural resources field,and expounds the important role and significance of the application of blacklist system in agricultural resources field in light of the credit deficiency in agricultural resources field in China.At the macro level,the closed-loop procedures of the early,middle and late stages of the establishment of the blacklist system are set up,and the key points of each link are clarified.At the micro level,the effect of the implementation of the blacklist system and the setting of disciplinary system on the promotion of credit norms is analyzed by using cost-benefit analysis and game model.Based on the analysis of the actual situation,this paper explores the way to establish the blacklist system in the field of agricultural resources in China,and takes the current situation of credit archives in Zhejiang Province as the breakthrough point to analyze the current situation and existing problems of the implementation of the blacklist system in the field of agricultural resources in China from many aspects.Finally,through a series of analysis,elaboration and demonstration,aiming at the existing problems,this paper puts forward the ways to improve the credit system construction in the agricultural field based on the blacklist system.
