Suzhou Customs Supervision Of Logistics In SND Integrated Free Trade Zone Special Supervision Area Issues And Countermeasures

Suzhou is located in the Yangtze River Delta region,with a developed foreign trade economy and a large number of special regulatory areas,which have made great contributions to the economic development of Suzhou for many years.In 2017,China's total import and export value was 4.11 trillion US dollars,Jiangsu Province's import and export value was 590.8 billion US dollars,and Suzhou's import and export value was 316.08 billion US dollars,accounting for 7.7%and 53,5%of the whole country and province respectively,ranking fourth among the large and medium-sized cities in the country after Shanghai,Shenzhen and Beijing.Kunshan Comprehensive Bonded Zone,Suzhou Industrial Park Comprehensive Bonded Zone and Suzhou National Hi-Tech District Integrated Free Trade Zone,as the earliest established,the most complete industrial supporting and the most efficient customs clearance special regulatory areas in Suzhou,have made the most outstanding contribution to the import and export of Suzhou.Logistics in the comprehensive insurance area of Suzhou National Hi-Tech District has maintained a sustained and rapid growth,which is closely related to the efficient supervision of logistics by Suzhou Customs.However,there are also some problems in customs supervision of logistics in special supervision areas,such as high institutional cost of import link,cumbersome customs clearance process and many customs inspection links,which directly affect the delivery of enterprise products in special supervision areas.It will hinder the long-term development of enterprises,and then affect the local economic development without properly solved.Therefore,the issue of customs supervision of logistics in special regulatory regions has attracted more and more attention from all walks of life.By analyzing the current situation of customs supervision of logistics in special supervision areas,this paper introduces the current situation of customs supervision in Suzhou,and takes Suzhou National Hi-Tech District Integrated Free Trade Zone as an example,introduces the measures taken by Suzhou Customs in logistics supervision in special supervision areas in detail.Subsequently,the paper puts forward the problems existing in Suzhou Customs supervision of logistics in special regulatory areas,and analyses the reasons for the problems.Finally,the paper puts forward some measures and suggestions to standardize Suzhou Customs supervision of logistics in special supervision areas,in order to further improve customs supervision ability and promote special supervision areas.
