The area under special customs supervision has always been an important platform for China's opening up to the outside world.On less than 1/10,000 of the country's land area,one-sixth of China's total foreign trade volume has been produced,directly generating more than 2 million jobs.It has played an important role and made outstanding contributions in improving China's opening-up,attracting foreign investment,promoting the growth of foreign trade,undertaking international industrial transfer,and exploring reform and innovation.However,it can be seen from the development process and current situation that China has absorbed more experience conforming to Chinese characteristics in the process of building the special customs supervision area,which can realize the organic combination of the special customs supervision area and China's national conditions.At the same time,they also have many problems,such as insignificant integration and optimization effect,unprominent policy advantages,unbalanced development and so on.Since 2013,China has set up pilot free trade zones in various provinces.The establishment of free trade zone is a kind of innovation of government management,including functional innovation and system innovation,which has enhanced the competitiveness of Chinese products in the global market.On the other hand,with the success of the pilot free trade zones,special customs supervision zones have been established all over the country,bringing domestic competition pressure to the development of the pilot free trade zones,and promoting the transformation and upgrading of the pilot free trade zones,so as to have a stronger ability to adapt to the changes in the global economy.As for the special customs supervision area,it is valuable for the establishment and development of the special customs supervision area to draw on the experience of the development process of the pilot free trade zone and avoid the detour.This paper takes Nan Chang free trade zone as the research object,deeply studies the transformation and development of China's special customs supervision area,and USES case study,literature study and inductive discussion.It is found that the current regional development dilemma of China's customs special supervision includes the weakness of functional policy,the serious imbalance of regional development and the obvious homogeneous competition.The causes of these problems include congenital defects in the top-level design of the special customs supervision area and insufficient exploration in the later development of the area.Next,taking Nan Chang comprehensive bonded zone as an example,this paper analyzes the specific problems in the development of the area under special supervision of the customs,including investment attraction,enterprise development and park construction.Based on free trade area,the problems existing in the areas under special customs supervision against the background of research,and free trade impact on the reaction of the areas under special customs supervision administration,the author puts forward to the transformation of areas under special customs supervision administrative ideas,relying on science and technology,high quality investors,active docking,provide characteristic service,coordinating the regional overall development,in order to realize two step by step in a planned way to implement regional development,realize the stable development of the areas under special customs supervision.Specific to the reform and optimization strategy,mainly from the investment attraction,industrial structure optimization and park construction three aspects.
