| Harbin Comprehensive Bonded Zone was officially closed for operation in June 2017.Harbin comprehensive free trade Zone as an important platform for the outlying economy of Harbin plays an important role in attracting foreign investment,driving the local economic development of Harbin and promoting industrial transformation and upgrading.In 2018,the Customs added new responsibilities of inspection and supervision and safeguarding national security in the movement of international trade goods within the comprehensive bonded zone.In 2019,the State Council issued several guidelines on promoting the high-level open and high-quality development of comprehensive bonded zones,which set higher requirements for the efficiency of the new customs.It is urgent for the customs department on the premise of ensuring rapid clearance of import and export commodities to solve the problem of comprehensive bonded area commodity quality supervision,innovate the mode of commodity inspection supervision,and adapt to and promote the transformation and upgrading of bonded area.The main research object of this paper is commodity quality supervision in Harbin comprehensive bonded zone.The author conducted the research through literature review,interviews and surveys and questionnaire analysis.By combining the information asymmetry theory and the government control theory,the author deduces the main influencing factors of the comprehensive bonded area commodity quality supervision through analyzing the characteristics of the comprehensive bonded area commodity quality supervision,so as to construct the analytical framework of the comprehensive bonded area commodity quality supervision.Harbin comprehensive free trade zone quality regulation optimization idea put forward through questionnaire investigation and quantitative statistics,and based on the comprehensive free trade zone of Harbin operating data and questionnaire analysis,from the laws and regulations,regulatory capacity,regulatory process conclude three influence factors of Harbin comprehensive free trade zone problems of product quality supervision,and then to the analysis of existing problems.Finally aiming at existing problems,according to the three ways: the “regulatory compliance assumption” concept,through the way of “separation of regulatory supervision”,strengthen the regulatory mechanism of “macro management”,the author put forward the countermeasure Suggestions to perfect the Harbin comprehensive bonded goods quality supervision,and built three new model inspection regulation through combining with the characteristics of Harbin comprehensive bonded zones. |
