| Proposed in 2013,the "Belt and Road Initiative" has been implemented for six years and remarkable achievements has been made by China in cooperation with overseas development through the B&R initiative.In infrastructure construction,more and more Chinese companies are taking advantage of the "One Belt,One Road"initiative to actively expand overseas projects,giving full play to China’s infrastructure technology,high efficiency and competitive price,and overseas engineering cooperation has achieved leapfrogging development.However,despite of the rapid development,many problems have also been highlighted.The territorial management of overseas laborers is particularly prominent.Confronted with political environment and cultural differences,how to improve the management of laborers and reduce conflicts and frictions has become a major subject for overseas development of Chinese enterprises.The first part of the paper gives a brief introduction to the status quo of localization management of international engineering projects of Chinese construction companies,introduces the research background,content,research method and framework of the paper.Through reviewing relevant literatures,the paper analyzes the research status at home and abroad,and elaborates on labor management.The PEST model and related theories of labor management in human resource management.The second part takes Chad road construction project,undertook by China Shandong International Economic&Technical Cooperation Co.,Ltd as an example.The basic outline of the project and the organizational structure of the personnel were introduced in this paper.The PEST model is applied to access relevant literature and materials,from political,economic,cultural and technical factors.On the other hand,the paper analyzes the external factors affecting the management of the road construction project in Chad;then selects 10 management personnel of the project by using in-depth interview method,interviews the labor management of the project,and uses the relevant theories of human resource management to recruit from the labor planning respectively,training,salary,performance appraisal,employee relationship management,etc.,analyze and summarize the related problems encountered in the localization management of project labor,combined with theoretical research and expert interview results,put forward corresponding countermeasures and optimization strategies,and pointed out that the strategy can be The guarantee of implementation.The third part uses the questionnaire survey method to implement the effect of the optimization strategy after three months,and evaluates the effect through the actual score.The localization management of labor must be developed from the extensive to the refined and standardized transformation.Only in this way can the overall management ability of CSI’s engineering projects be enhanced,which will help the sustainable development of enterprises and enhance the international influence of the brand.At the same time,the paper provides reference for Chinese enterprises in the development and implementation of international engineering projects,especially in the localization of labor management. |
