Research On The Problems Of Urbanization Development In Shanxi Province

In the 2019 Shanxi Provincial Government Work Report,it is proposed to vigorously promote the urbanization process,comprehensively improve the quality of central cities,build a new pattern of regional coordinated development,and effectively improve the quality of urbanization and thus promote regional coordinated development.As a province with abundant coal resources,Shanxi Province has begun to attach great importance to the construction of new urbanization in recent years.The level of urbanization development improves continually and people's living standards in the province have been significantly improved.By 2017,the urbanization rate of Shanxi Province has reached 57.34% near the national average.However,the level of urbanization in Shanxi Province has been rapidly improved recently,but the new towns in the province still have some problems such as low level,small scale and low quality.Moreover,there are still some shortcomings in infrastructure conditions and policy formulation,and the pace of the urbanization is still far behind that of other provinces with a large level gap and the unbalanced development between urban areas.The emergence of these problems has seriously hindered the development of new urbanization in Shanxi Province.In order to better promote the development of new urbanization in Shanxi Province,this paper combs and overviews the relevant concepts about urbanization and new urbanization based on Urbanization stage theory,Smith's decision-making execution model theory,urban-rural integration theory and sustainable development theory.By comparing their differences,the development characteristics of new urbanization will be further discovered.A review of the domestic and international research on urbanization,and a review of the domestic and international research on urbanization,Understanding the research status ofurbanization at home and abroad.Further lead to the research perspective of this paper.That is,starting from the urbanization policy promulgated by the government,these policies are regarded as a complete policy system to study.Furthermore,after an analysis on the development process of Shanxi's urbanization and public policies,there will be a comparison between the development level of new urbanization in Shanxi Province with the national average level and a research about the development level of new urbanization in Shanxi Province on the basis of the principal component analysis method.At the same time,compare the urbanization development of Shanxi Province with other provinces in the country,and analyze the urbanization development level of 11 prefecture-level cities in Shanxi Province.Through empirical research,this paper draws on and adopts the well-developed public policy experience at home and abroad,analyzes the actual situation and existing problems of urbanization development in Shanxi Province from the perspective of public policy,and finally proposes to accelerate the construction of urbanization system and promote resource type.Suggestions on public policies such as urban transformation,adjustment of fiscal expenditure structure,and improvement of regional supporting mechanisms for urbanization.
