This paper first expounds the severe challenges faced by China's basic old-age care from three main perspectives:policy background,population aging and low fertility rate,and basic pension replacement rate.The background mainly elaborates:Before 2014,when there is no basic pension insurance reform,the difference in pensions between retirees due to the different nature of their work units at work;after the reform in 2014,the difference in pensions did not exist.but,Occupational pension paid by the state finance and Need an enterprise annuity that the company itself contributes to,Leading to a difference in supplementary pensions,Therefore,it may bring a new "dual track system";The aging of the population and the low fertility rate have made the stock of basic pensions less and less.Even in 2035,the stock funds may be used up;there may be a future increase in wages and a slow increase in pensions,resulting in lower pension replacement rates.Therefore,this paper sorts out the research on many related academic literatures at home and abroad,and elaborates on the three conceptual systems of enterprise annuity,replacement rate and second pillar of pension;the study found that the pension system of urban workers in China(excluding institutions and institutions)did not form a three-pillar system.The enterprise annuity,which should be the second pillar,was slow to develop.The third pillar of commercial pensions had almost no development.Only basic pensions were used.The pillar is big,And relying on one pillar to support the whole society's urban workers' pension,if there are irresistible factors such as changes in the economic situation,it will lead to great social problems,and thus analyze the improvement of the enterprise annuity replacement rate to alleviate the pension pressure that China will face in the future.And systemic risks are of paramount importance;In order to study more deeply,Shandong Province was selected for empirical analysis.By extracting the data of the Company A Shandong Branch,the ordered probit measurement model was used to analyze the influencing factors affecting the total amount of enterprise annuity.Through empirical analysis,wherein the 12 influencing factors used in this paper,the three factors of contribution base,payment time limit and Reimbursement of retirees within 10 years have the greatest impact on the amount of enterprise annuity account at retirement,and the investment yield rate also significant affects the Account amount.After that,the inference is drawn through the formula,and the factors affecting the total amount of enterprise annuity received are positively related to the factors affecting the replacement rate of the enterprise annuity.Further analysis of these factors reveals that establishing an enterprise annuity as early as possible and increasing the enterprise annuity payment time limit are the most important for improving the enterprise annuity replacement rate.Based on the research of a large number of documents,combined with more than 10 years of experience in enterprise annuity management,based on the comprehensive understanding of enterprise annuity policy,operation link,market environment,information system construction,data management and potential participants,Some suggestions on the future development of enterprise annuity business,especially the current proposal of SMEs to participate in enterprise annuity.There are five innovative suggestions:There are three innovative suggestions:(1)propose to dilute the boundaries between the second pillar and the third pillar,and use the advantages of pension companies in platform construction,operation mode,supervision and management,and use existing systems to support individuals to join new annuity plans and improve enterprises.The replacement rate for an annuity.(2)It is proposed that several independent plans be established by pension companies,and employees,farmers,and freelancers who work in units that do not have an enterprise annuity system can pay their own fees.(3)Fully draw on the practice of establishing occupational annuities and foreign countries,and the financial unit as the unit pays the part of the payment,and the specific amount paid is a certain percentage of the individual's contribution.
