In the new era,the socialist system with Chinese characteristics has been continuously reformed and optimized,and the social and economic structure has undergone great changes.The land issue is a core issue in studying all aspects of rural China,and it is a concern of politics and economy.At this stage,the difficulty of financing farmers and the imperfect rural financial market are one of the important factors restricting the sustainable development of rural areas in China.However,due to the restrictions of laws,regulations and policies,the existing homesteads in the hands of farmers cannot be used as the capital for financing.Farmers lack the necessary collateral and cannot or can only obtain small loan quotas from financial institutions,but this is far from meeting the needs of rural economic development.The urban-rural integration strategy has made urbanization rates higher and higher and rural homesteads are more and more idle.The state has continuously given policy support to revitalize this “sleeping capital”.The relevant domestic provinces and municipalities have piloted mortgage loans for homesteads and accumulated practical experience.In 2018,the general offices of the Shandong provincial party Committee and the provincial government jointly issued the " opinions on the implementation of the pilot project of" three rights and separate allocation " of rural homestead to promote the revitalization of the countryside",giving clear instructions on the mortgage,circulation,distribution,use and withdrawal of homestead.At present,there are few related researches on homestead mortgage loan,most of which focus on the legal system of homestead mortgage,mortgage mechanism and path,mortgage mode and farmers' wishes to analyze the current homestead mortgage loan..Based on the previous research,this study analyzes the mortgage loan of Tai 'an City Homestead from the perspective of rural commercial banks' home mortgage loan business.This paper is divided into five parts.The first part is the introduction,which discusses the background,purpose and significance of the research.Through the combing of the domestic literature,we have learned about the contents of the current research on the mortgage loan process in the homestead in China,and then elaborated the research methods,technical routes,content innovations and deficiencies.The second part firstly discusses the core concepts of homestead,homestead use rights,rural commercial banks,the procedures for the mortgage loan business in Tai 'an City Homestead,and the process of how to verify the registration of rural homesteads.Property rights theory,rural financial market theory,etc.are analyzed.The core part of the third and fourth parts of the article is to analyze thesituation of rural commercial banks in Tai 'an City and home mortgage loans.By reviewing the recent Tai 'an City Statistical Yearbook,Shandong Province Financial Statistical Yearbook and the China Banking Regulatory Commission and other more authoritative data to support the needs of this data.Through the comparison of relevant data,we can find out the basic situation of rural commercial banks in recent years in Tai 'an City,the basic status of mortgage loans and land transfer in housing sites,and combine the typical cases and questionnaire surveys in the mortgage loan of Tai 'an City Homestead.The form to analyze the problem.Through the investigation,we learned the influencing factors of the current home mortgage loan business in Tai 'an.The fifth and sixth parts of the thesis are an organic whole.Through the analysis of the problems and causes in the development of the mortgage loan business of the rural commercial bank in Tai 'an City,the legal and homestead rights are discussed in the following discussion.Relatively feasible measures are proposed in the circulation mechanism,the rural commercial banks,the improvement of the rural financial market system and the rural social security system.The last part is the conclusions,shortcomings and prospects of the article.I hope that this paper can further improve the development of rural commercial banks in the process of handling mortgage loans for residential houses.
