The report of the 19th CPC National Congress clearly pointed out that China's economy is in the process of transforming the development mode,optimizing the economic structure,and transforming the growth momentum.The 13th Five-Year Plan is to implement innovation in all aspects of national social development.Efficiency reform will become a necessary condition for economic development,and technological innovation will play a decisive role in this process.The progress of scientific and technological innovation provides new technologies and new methods for China's economic growth,quality improvement and social development.China's scientific and technological innovation efficiency and the degree of coordination between regional science and technology innovation development is related to the country's economic growth quality and social development.In order to estimate the regional innovation efficiency in China,quantitatively study the influencing factors of regional innovation efficiency,the paper uses the panel data of innovation activities in 30 provinces of China from 2009 to 2016.Firstly,the paper analyzes the present situation of innovation input and output in China's four major regions.Then,the paper selects a reasonable production function form through statistical test,and uses the stochastic frontier analysis model with different settings to measure the regional innovation efficiency in China without environmental factors.Finally,the paper selects the environmental variables which may have an impact on innovation efficiency,uses the stochastic frontier model under the setting of Battese and Coelli(1995)to measure the efficiency of regional innovation in China,and researches the influence of environmental variables on innovation efficiency.The results of the study show that although the overall investment and output of the four major regions have increased,the regional differences are large.The different settings of the stochastic frontier model have a certain impact on the measurement results of innovation efficiency.China's regional innovation activities are inefficient.During the research period,the average regional innovation efficiency in China increased and the regional innovation efficiency was larger but gradually narrowed over time.Human capital level,government funds,legal systems,environmental regulations,and high-tech industries have a significant positive impact on China's regional innovation efficiency.The size of enterprises has a significant negative impact on China's regional innovation efficiency.In order to improve China's regional innovation efficiency and narrow the gap in innovation between different regions,the paper puts forward corresponding suggestions from the perspectives of government,enterprises,universities and other scientific research institutions as well as the public.
