The 13th Five-Year Plan outlines clearly the concept of“innovation,coordination,green,openness,and sharing".Among them,innovation is at the top of the five major development concepts,which shows its important status.As the fundamental driving force of economic growth,the important role of technological innovation in promoting economic growth has been increasingly valued by the central government and local governments at all levels.This is also the fundamental reason why the central government and local governments at all levels have strongly supported and invested in the field of technological innovation.However,it should definitely increase the input of technological innovation as a necessary condition rather than a sufficient condition for building an innovative country.In the process of building an innovation-oriented country,China must not only pay attention to the input of factors in the field of innovation,but must also pay attention to the quality of its innovation field,that is,efficiency.This study gives full attention to the efficiency of regional innovation in China.First,this paper uses the R&D input-output panel data of administrative units of 30 provinces,autonomous regions,and autonomous regions in mainland China from 2009 to 2015 as a sample,and applies the stochastic frontier analysis model to measure the innovation efficiency values of 30 provinces,municipalities,and autonomous regions in mainland China;The influence mechanism of government-industry-research collaboration on innovation efficiency is discussed.Finally,the influence mechanism of government-industry collaboration on the convergence of innovation efficiency is analyzed.The main research findings are:(1)The innovation efficiency of 30 provinces,municipalities,and autonomous regions in mainland China is overall at a relatively low level.Among the selected sample data,the average value of innovation efficiency is 0.513,and there is still a large potential for improvement;the innovation efficiency is presented between regions.The differences are large,with the average value of innovation efficiency in the eastern region being 0.608,0.488 in the central region,and 0.418 in the western region.(2)The intensity of the participation of universities and research institutes has a significant positive effect on innovation efficiency,while the role of government's participation intensity on regional innovation efficiency is negative and not significant,indicating that the government's role in R&D should be further optimized.With adjustments,the connection between universities and enterprises has a significant negative effect on regional innovation efficiency,and the connection between scientific research institutions and enterprises has a positive effect on regional innovation efficiency,but it is not significant,indicating the linkage network structure of government,industry,and research.It also needs further adjustment and deepening.(3)China's innovation efficiency as a whole has absolute convergence trends and convergence conditions,indicating that China's innovation efficiency has a late-stage advantage,and the catch-up trend of low-efficiency regions to high-efficiency regions is obvious.Among them,the participation intensity of universities and research institutes in regional innovation The convergence of efficiency plays a significant role in promoting,and the strength of government participation plays a significant negative role in the convergence of regional innovation efficiency.This shows that the government's role in R&D needs to be further optimized and adjusted;The convergence of efficiency plays a significant negative role,and the connection relationship between enterprises and scientific research institutions does not play a significant role in the convergence of regional innovation efficiency,indicating that the linkage network structure of government,industry,research,and research needs further adjustment and deepening.
