| The advent of economic globalization and knowledge economy are putting forward the new requirements to the development of regional economy, regional system has become a major carrier and development model of regional economy. regional technical innovation is one of the fundamental driving force to influence regional economic development, the efficiency of regional innovation systems is the main issue of regional technical innovation. In the long run,regional economic development ultimately depends on the efficiency of regional innovation. Therefore, the study on the efficiency of regional innovation systems has far-reaching theoretical and practical significance.Basing on the review of the relevant research work from other researchers,the paper briefly analyze the essential meaning of the regional technical innovation efficiency,Introduce and compare the most generally used two approaches applied in efficiency research– Data Envelope Analysis and Stochastic Frontier Analysis. This paper uses a panel data of 31 provinces over the period 1998-2003 and chooses the stochastic production frontier function on Cobb- Douglas production function to investigate the efficiency of Chinese regional innovation systems by using the Battese &Coelli(1992) model and"Frontier 4.1"software,the value of efficiency between 1998 to2003 is also gotten. The empirical results suggest the average efficiency was increasing steadily in the past six years,though the average efficiency is low,at the same time, the difference of efficiency among east -coast area,middle-area,west-area is obvious. Thus how to improve the efficiency of regional innovation systems and reduce the difference of the efficiency among the regions is key in the current.On the basis of empirical study,The paper analyzes the factors of the efficiency,After that we bring forward the suggestions on how to improve regional innovation in China. Finally,looking for a follow-up study. |
