Study On The Problems And Countermeasures Of Land Transfer Of Family Farms In Zhuji City

As one of the main bodies of new agricultural management,family farms are favored by the government and farmers,and are growing strronger day by day.It is the basic way to realize the large-scale development of family farms to centralize the land idle or unable to operate by farmers through land circulation.However,the development of family farms is in the initial stage,and the land circulation mechanism is not perfect,resulting in some problems in the land circulation of family farms.How to solve the dilemma of family farm land circulation is of great significance to solve the large-scale management of family farms.In view of this,on the basis of previous research results,this study takes Zhuji family farm as the research object,through the methods of questionnaire survey,case analysis and key informant interviews,on the basis of analyzing the current situation of Zhuji family farm land circulation,analyzes the problems it faces and their causes,and puts forward countermeasures and suggestions.The main research process and results are as follows:(1)Zhuji family farms are mostly registered by individual businesses and wholly-owned enterprises.Most family farms have a registered capital of less than 1 million yuan.Family farms pay more attention to brand building.Some family farms have registered commodities and obtained brand agricultural products.The operation mode of family farm is mainly divided into four modes:family farm+cooperative,family farm+company,family farm+cooperative+company and independent operation mode.Among them,family farm+cooperative and independent operation mode account for 40%and 22.5%respectively.Family farms have a single channel to obtain information on land circulation.The land obtained through circulation is relatively scattered,and the signing period of the agreement is relatively short,accounting for 65%under 5 years.Circulation disputes occur frequently,which is not conducive to the healthy development of family farms.(2)The research results show that Zhuji family farms face many problems that need to be solved in the process of land transfer,which are mainly reflected in the fact that some family farms have changed their land use,the land transfer period is short,and the signing of agreements is not standardized,resulting in frequent disputes in land transfer.At the same time,the fragmentation of land circulation is not conducive to long-term planning of family farms.In addition,the information asymmetry and the lag of the development of land transfer agencies make it difficult for family farms to obtain land transfer information in time,which affects the land transfer of family farms.The existence of the above problems has greatly hindered the development of family farms.(3)In view of the existing problems,this paper puts forward some countermeasures and suggestions to improve the land circulation of Zhuji family farms,including:strengthening the long-term management of land circulation purposes,extending the land circulation period,effectively coordinating the disputes over land circulation of family farms,solving the problem of asymmetric information on land circulation of family farms,constructing centralized and contiguous land circulation and perfecting the intermediary organization of rural land circulation,etc.
