| People are the basic for a country,food is the primary for people,and safety is the priority for food.As an important part of public social security,food safety has a direct impact on the health and life safety of the broad masses of the people,which in turn affects the development and stability of the country and society.As one of the core links of food circulation,the farmer’s market is a specialized place where all kinds of agricultural and sideline products are traded relatively concentrated,and also the main place for consumers to buy foods.With the characteristics of multi-channel and diversity of food sources,spread and variability of food sales,complexity and multi-level of involved entities,food safety supervision of farmers’ markets is particularly important.As the continuous development of economic society,there comes out many new problems and challenges in the supervision work for food safety in the farmer’s market.How to do better supervision work for food safety in the farmer’s market,to improve the quality of agricultural and sideline products,and to protect the people’s "tip safety",these has attracted great focus in the society and become a social public problem that needs to be solved urgently.Taking the food safety supervision of the farmer’s market as the research center,and the research object for food safety supervision situation of farmer’s market in Zhejiang province Jinyun County,based on literature and survey research,this paper gives a site survey and a comprehensive analysis of the status and faced practical problems and difficulties in food safety supervision work of Zhejiang province Jinyun County.The site survey records the current situation and main problems of food safety supervision in the farmer’s market of Zhejiang province Jinyun County.From the records we can analyze and conclude the main causes are:from the aspect of government,the established food security law system is unsound,the service-oriented ruling concept is not implemented in place,and the supervision facilities and methods are outdated;from the aspect of market management,the awareness of authority and responsibility is unclear,the function of the fmarket management is poor performance,the business philosophy of market management is backward;from the aspect of operating households,their cultural quality is low,and only focus on economic benefits but neglect the social benefits;from the aspect of consumers,their consciousness of safeguarding is lack,andthe role played by social groups are not obvious.Finally,based on above analysis,this paper brings out four proposals to strengthen the food safety supervision in the farmer’s market of Zhejiang province Jinyun County,from the view of government supervision,market supervision,operating households’ self-discipline and social supervision:to strengthen the government regulatory mechanism,to improve market long-term management mechanism,to cultivate the responsibility of market operators;and to establish a public supervision system with extensive participation of the public.Food safety supervision in farmer’s markets is a long-term process.As long as the advance and development of the society,the research on food safety supervision of the farmer’s market will also be a gradual and continuous improving process.Through a deeply study on food safety supervision problems in the farmer’s market,this paper concludes that a food safety supervision system of the farmer’s market should be established under a combination participation of the powers from government supervisory department,market organizer,operating households and the public from the society. |
