| For thousands of years,ensuring food safety has been put in front of the public as a basic livelihood work.In recent years,the food safety alarm has been sounded frequently,so we have to face the food production,circulation,sales and other links,carefully examine the possible problems,make up for loopholes,and try to improve the food safety rate of our country.In order to better serve the masses and do a good job in supervision and management,the market supervision system has never been interrupted in reform,but there are areas that need to be improved in every reform.The latest market supervision system reform in China was in 2018,which has been verified by the market for nearly four years.After the reform,the benefits and disadvantages of food safety supervision have been fully revealed,and most of the loopholes in operation have been filled,but there are still points that can be improved.This paper is committed to finding these points,and further improving the problems of food safety supervision under the background of system reform.This paper comprehensively applies multiple methods such as interview,questionnaire,case analysis,literature research and quantitative analysis to study and analyze the reform of food safety supervision system from four aspects.1.From the national level,all countries in the world have a set of regulatory methods for food safety,compared the institutional settings and general regulatory status of countries with different food safety regulatory systems: Japan,the United States,Germany and other countries,and described the reform and changes of China’s food safety regulatory system in detail.2.Starting from the level of a county(county d),select the representative food safety spot check indicators among many food safety monitoring indicators,describe the results of national and county d food spot check in the years before and after the reform in detail,analyze the development of the spot check work,and take 2021 as an example to analyze the problems existing in the work of county d and the improvement countermeasures.By means of interviews and questionnaires,we collected the attitudes and suggestions of some representative personnel on the food safety and supervision related matters in the county,making preparations for in-depth analysis of the problems in the food safety supervision work in county d.3.Starting from the profit level of county d,the comparative analysis of a county under the jurisdiction of a third tier city in China shows that under the background of the system reform,the advantages lie in the integration of law enforcement resources,the division of law enforcement powers and responsibilities,the practical work for the people,and the preference of resources for food supervision.4.Starting from the level to be improved in county d,under the background of system reform,many problems have emerged that need to be adjusted.Based on the actual situation of county d,this paper analyzes the problems existing in the food safety supervision work in grass-roots counties by citing examples,and puts forward suggestions for improvement,hoping to provide reference for further strengthening supervision and preventing the occurrence and spread of food safety accidents from the source.Through investigation and research,it is found that in the process of food safety supervision in county d,there are such problems as: fewer people and more things,outstanding contradictions,nonstandard management of law enforcement personnel,incomplete laws and regulations,loopholes in supervision,inadequate publicity and guidance,backward food testing standards,etc.The paper proposes to broaden the applicability of laws and strictly enforce laws,strengthen the construction of law enforcement teams and support for technical equipment,promote intelligent supervision,and improve the self-discipline system of the industry,Strengthen positive publicity and guidance,improve food safety emergency security and other multiple measures to make up for loopholes in the current regulatory system. |
