Pingxiang Comprehensive Bonded Zone Transformation And Upgrade Countermeasures

After seven years of construction and development,Pingxiang Comprehensive Bonded Zone has become an important force supporting the economic development of Guangxi.However,with the rapid changes in the international trade environment and the further expansion of China's opening up to the outside world,the current functions of the Pingxiang Comprehensive Bonded Zone are no longer sufficient,so there is an urgent need for transformation and upgrading.This paper sorts out the existing research results of scholars at home and abroad,defines the functions of the bonded area,the transformation mode of the bonded area,and expounds the general situation,construction situation,development status and existing problems of Pingxiang Comprehensive Bonded Area,using comparative analysis method and qualitative analysis method.Based on the analysis of the transformation direction of the Pingxiang Comprehensive Bonded Zone and the necessity and feasibility of the transition to the free trade pilot zone,based on the practice and experience of the transformation of the Brazilian Manaus Free Trade Zone and the Shanghai Waigaoqiao Free Trade Zone,This paper puts forward the development ideas and countermeasures of the transformation and upgrading of Pingxiang Comprehensive Bonded Zone,and points out that Pingxiang Comprehensive Bonded Zone should clearly define its own position in the process of transformation and development,and actively use the policy advantages of opening borders to deepen the ASEAN market.To build an important international merchandise exhibition and trading center in the southwest region that is fully open to ASEAN.Actively develop transnational logistics,promote entrepot trade and the development of cross-border e-commerce.It also actively undertakes industrial transfer in the southeast region,introduces high-tech industries,and builds a high-tech,high value-added new industrial chain.Accelerate the construction of a cross-border financing system,so that Pingxiang Comprehensive Insurance Zone will become the leading frontier zone for RMB regional internationalization and the leading edge of the "One Belt,One Road" organic convergence financial portal,providing important support for the park enterprises to develop towards ASEAN and actively using information technology.Technology,create high-tech,convenient port declaration process.Optimize the human resources structure and provide manpower support for the development of Pingxiang Comprehensive Bonded Zone.
