| Scientific and technological talents cluster has the effects of innovation,information sharing,collective learning,scale,knowledge spillover,region,time and incentive.It can achieve the effect of 1 + 1 > 2 by exerting these effects,promote the level of economic development,promote scientific and technological innovation,and enhance the comprehensive national strength.The high-tech industry,as an industry group that produces high-tech products with modern cutting-edge technology,creates the demand for scientific and technological talents.Tobler(1970)once pointed out that "everything is related to other things,but things near are more relevant than things far away".With the development of Internet,Internet of things and other emerging technologies,the development scale of high-tech industry continues to expand,and the direct and indirect demand for scientific and technological talents has expanded.In this paper,31 provinces,cities and autonomous regions of China’s high-tech industry and scientific and technological talents in the last decade are taken as the research objects.Combined with theoretical analysis methods and empirical research methods,the effects of high-tech industry development on regional scientific and technological talents agglomeration are studied from two perspectives,including spatial dependence and spatial dependence.The main contents and conclusions of this paper are as follows:Through the analysis of the operation and innovation ability of China’s high-tech industry,it is found that the scale of China’s high-tech industry continues to expand,but the regional differences are relatively large;the central region pays more attention to the investment of high-tech industry innovation than the innovation results.Based on the analysis of the scale,quality,density and potential of scientific and technological talents in China,it is found that the gap between the East and other regions is narrowing,and the loss of scientific and technological talents in the northeast is serious.This paper uses principal component analysis to measure the development of high-tech industry and the concentration of scientific and technological talents.The results show that the development of high-tech industry is mainly divided into three main factors:production and operation activities,innovation input and international influence.According to the ranking of various factors and total factors,it is found that the development of China’s high-tech industry is still dominated by production,manufacturing and operation.It is found that the western region pays attention to science and technologyinnovation input but does not pay attention to science and technology output.Gansu’s innovation input ranks first,but the rest ranks first All the names are behind;The development of China’s technology industry mainly depends on production and processing.The results of scientific and technological talent agglomeration show that scientific and Technological Agglomeration is mainly affected by two aspects,one is research and development activities,the other is creative ability.Beijing ranks first in dominant advantage,ranking ninth in R & D activities and third in total.Guangdong ranks the first in R & D activities,and Guangdong ranks the first in total.However,Guangdong’s dominant advantage ranks the bottom,ranking 25 th.After the theoretical analysis of the impact of high-tech industry on the agglomeration of scientific and technological talents,this paper tests it with common panel model and spatial panel model.This part is divided into two parts,one is to test the impact of the development of high-tech industry on the agglomeration of scientific and technological talents without considering the spatial correlation;the other is to test the impact of high-tech industry on the agglomeration of scientific and technological talents with considering the spillover effect between regions.Before that,it needs to test whether the agglomeration of talents has spatial correlation.The results show that the agglomeration of scientific and technological talents has positive spatial correlation.At last,the conclusion is drawn that the development of high-tech industry promotes the agglomeration of scientific and technological talents in both cases.At the same time,it is found that the development of high-tech industry has an obvious positive role in promoting the talent concentration in neighboring areas.In addition,R & D intensity,wage level and regional economic development all have different degrees of impact on the agglomeration of scientific and technological talents. |
