Since the reform and opening up, with accelerating industrialization, the process of our country's urbanization has quickened significantly. But at the same time traditional urbanization exposed many problems. The party and the government proposed the new urbanization which emphasis on people as the core and quality improvement. In the background of our country's innovation-driven economies in transition, high-tech industries with technology-intensive and high added value, are prone to the production gathering. The cluster of high-tech industries can make more competitive externalities, and plays an important role to promote urban economic development and optimize the industrial structure, which help to enhance the level of urbanization. So, this paper aims to analyze the cluster of high-tech industries and the new urbanization, at the same time, to explore the influence of the cluster of high-tech industries on the new urbanization.After introduce research background and significance, we proposed three issues:First, how is spatial distribution of provincial high-tech industry cluster and new urbanization? Whether the spatial spillover effect exists? Second, in across the country, how much contribution to the provincial new urbanization with the cluster level of high-tech industrial? Third, whether the influence factors of the new urbanization are obvious differences among the eastern, middle and western regions? Should we implement the differential policy in different regions?This study as follows:Firstly, the background and significance of the paper's main topic are introduced, and reviews the existing relevant international literature, empirical literature and gives a brief summary. On the basis, this paper's research contents, methods and characteristics are put forward, the basic theory of industrial agglomeration and urbanization are discussed, the relevant conceptions in the paper are clarified, and the knowledge of spatial statistic is introduced.Again, this paper introduces the current situation of the high-tech industrial cluster in our country, summarizes the achievements and the exposed problems in the process of the new urbanization in our country. On the basis of theoretical analysis and the research of present situation, this paper inducted and summarized how the cluster of high-tech industries affects the new urbanization.Finally, this paper measured new urbanization level of each province by comprehensive index method, and tested spatial correlation of the provincial high-tech industrial cluster and new urbanization. Then we use Spatial Panel models to study the effect of high-tech industrial cluster on new urbanization, use fixed spatial panel models to compare and analysis east, central and western regions.The following conclusions based on the results:1. Present situation shows that the scale of high-tech industry and employment is growing rapidly, and the regional distribution of high-tech industrial cluster is centralized and imbalanced. The urbanization rate is increasing rapidly. Meanwhile, there are a lot of quality problems in the process of urbanization.2. Global and local spatial analysis shows that both of the provincial high-tech industrial cluster and new urbanization had significant space correlation, and high value of high-tech industrial cluster is also a high value accumulation of the new urbanization level. In recent years, the space correlation of the provincial high-tech industrial cluster is increasingly apparent. And the local spatial instability of new urbanization is gradually increasing.3. The spatial lag panel regression results showed that the high-tech industry cluster has significantly improved effect on the level of new urbanization, and the apparent positive spillover effect of the provincial new urbanization showed that the high-tech industry cluster also can promote the new urbanization level in neighborhood through complementary spatial spillover effect. At the same, the level of economic development, industrial structure, and income are still a significant role in promoting the new urbanization; Excessive urban construction investment will reduce the level of new urbanization.4. Fixed spatial panel model analysis in eastern, middle and western regions reveal that the level of high-tech industry cluster, economic development, and urban construction investment had the same effect on new urbanization; Residents revenue only had influential in western Region; Only the Industrial structure is significant in the middle region.The characteristics of this study are mainly reflected in the following aspects:1. From the view of research content, the current research of the high-tech industry cluster and urbanization mainly in manufacturing, more in-depth empirical research between them are few. And the research of new urbanization mostly limited to discussion and analysis in theory. It is important to empirical study the effect of high-tech industrial cluster on new urbanization and use comprehensive index method to measure the new urbanization level.2. From the view of index selection, on the basis of existing comprehensive index system of the new urbanization, according to its definition given by the government work report, energy usage per unit of GDP as a new measure of resource consumption in the process of urbanization. So the measure index will reflect the scientific meaning of new urbanization better.3. From the view of research methods, the existing research methods most commonly used in the general panel model to empirical research, almost not consider the space interaction between the samples. In this paper, through the analysis in the sub-bitmap and Moran scatter plot reflects the spatial effect of the study and relationship, compared with traditional simple descriptive statistics is more intuitive; Spatial Panel models for empirical estimation, can effectively fit the actual situation of each region, and can quantitatively prove the existence of spatial spillover effects.
