At present,the path of China's economic development has been transformed into an innovation-driven one.High-tech industries have knowledge-intensive and technology-intensive characteristics.They are the leading industries for national innovation and development.Promoting the innovation and development of high-tech industries is a favorable measure to realize economic development and optimize and upgrade the industrial structure.The input of innovation resources and the output of innovation achievements in China's high-tech industries are constantly increasing,but how their innovation efficiency,the gap across regions,and spatiotemporal features of innovation efficiency are all need to be further investigated.This is of great significance for promoting the development of high-tech industries and reducing regional differences.This article attaches importance to the role of the innovation value chain.First,the process of high-tech industry innovation activities is divided into two interrelated stages of technological research and development and economic achievement transformation.Then based on the panel data of 30 provinces and cities in China(except Tibet)from 2009 to 2017,the non-parametric method of stochastic frontier analysis is applied to measure the two-stage innovation efficiency of high-tech industry,and the differences of two-stage innovation efficiency of high-tech industry in various regions is measured.Due to the existence of space spillover effects,this paper considers the connections of various regions in terms of geographical location and economic development,and constructs a variety of spatial weight matrices,respectively analyzes the spatial autocorrelation of innovation efficiency,then based on the selection of a relatively suitable spatial weight matrix,this article uses spatial ?-convergence analysis model to explore the convergence characteristics of the two-stage innovation efficiency in the high-tech industry.Finally,according to the conclusion of empirical analysis,it puts forward relevant policy recommendations to promote the coordinated development of innovative production activities in high-tech industry.The research results are as follows.The average national innovation efficiency is not high in both stages,most years are below 0.6,but it shows an overall upward trend.The regional distribution of innovation efficiency in the two stages presents an imbalance,and high-efficiency provinces and cities are mainly concentrated in the eastern region.Although there are regional differences in innovation efficiency between the two stages,they all show a gradual decrease.There is a significant absolute ? convergence and conditional ? convergence in the innovation efficiency in both the technological research and development stage and the economic achievement transformation stage,the rate of absolute ? convergence and conditional ?convergence in the previous stage were 8.82% and 9.59%,respectively,and 10.34% and 12.78%in the latter stage.In the technological research and development stage,the improvement of innovation efficiency in the high-tech industry is significantly influenced by the quality of human capital and the level of regional technology impact,when the corresponding influencing factor index increases by 1%,the growth rate of innovation efficiency at this stage increases by0.40% and 11.85% respectively,but the role of government support is not obvious.At the stage of economic results transformation,the environmental factors of human capital quality,government support,the level of openness to the outside world,and the level of economic development have all played a significant role in promoting the innovation efficiency of high-tech industry,when the corresponding influencing factor index increases by 1%,the growth rate of innovation efficiency at this stage will increase by 0.45%,2.93%,0.10%,and 0.23%,respectively.
