Based On The PPP Model Of Rail Transit Performance Evaluation Research

The construction and operation of urban rail transit has a number of features,such as big investment amount,long payback time and so on.To relieve financial pressure and promote efficiency of operation,attract all sides' investment,PPP financing pattern was used to urban mass transit by the government.PPP financing pattern will bring a lot of benefit to us,but there are still many problems for that the construction of rail transit based on PPP financing pattern in our country is not complete.For instance,how to determine the construction fund,if management efficiency is efficient and the arrival rate of the government subsidies.At the same time,to solve these problems,it is necessary to build a proper comprehensive performance evaluation system.The introduction of this paper mainly analyzes and researches the project performance assessment as well as the related content of PPP project home and abroad in depth.The second part is theoretical analysis which elaborates the relevance concept of PPP financing pattern and performance evaluation,the current situation and features of Chinese rail transit and the purpose,composition and basic elements of performance evaluation system.This part provides the theoretical support and application foundation for the following study of rail transit performance evaluation under PPP financing pattern.Chapter three is about how to establish the performance evaluation system.The initial indicator is established and the key performance indicator is set up by importing clustering methodology.On the basis of correlational research results,rail transit performance evaluation under PPP financing pattern is researched thoroughly from eight aspects.Finally,a frame of rail transit performance evaluation with eight criterion layers and forty index layers under PPP financing pattern is built.Chapter four,divided into three parts,is composed of indexes' quantification,weight assignment and methods selection.Chapter five is written to offer some evidences to the government through the result of performance evaluation,so that the operation condition of rail transit and the supervision of government departments can be improved both.This paper take Dalian rapid railline 3 as the research object of performance evaluation index system.Specialists score for every index in system according to the standard of success degree evaluation.Integrated with every index's weight,the final performance evaluation result of the project can be drew and analyzed by using Multistage fuzzy comprehensive evaluation method.In the end,some advices on government subsidies are put forward and the direction of research in the future is expected.
