After the reform,innovation and development,urbanization has gradually become an inevitable choice to complete the modernization of social communism,which has a very far-reaching impact on the completion of social communism with Chinese characteristics.As a key public infrastructure application facility on the way of urbanization development,rail transit has significant characteristics of quasi-public goods.The introduction of PPP mode allows social capital transfer funds and professional application technology to be applied in the integrated management of urban rail transit investment,construction and operation,and at the same time as creating actual total economic benefits for social capital,it also causes higher social benefits.In order to deal with and solve the current problems of wanton expansion of light rail PPP projects and prominent economic losses,and to accurately position and promote the use of light rail PPP mode,it is necessary to establish a scientific and operational light rail PPP project performance evaluation system.This paper attempts to build a pre-performance evaluation system for rail transit PPP projects on the basis of the whole process operation of PPP projects.The first step is to compare and analyze the main characteristics of PPP mode,and demonstrate the economy and criticality of PPP mode in urban rail transit projects after discussing the technical and economic characteristics of professional application of rail transit projects.At the same time,this paper describes the relevant theories of project performance management and PPP project performance evaluation,considers from the whole sequence process management and operation level of PPP project,and differentiates the performance evaluation period of urban rail transit PPP project.This paper discusses the relevant theories of system dynamics and the applicability analysis of system dynamics in the field of performance evaluation.Secondly,the original performance indicators of rail transit PPP project were identified on the basis of literature research,and then the initial reference indicators were selected and optimized through Delphi method to ensure the practicality,rationality and scientificity of the final performance evaluation,and then the reference indicator system for pre-event performance evaluation of rail transit PPP project was finally determined,which was divided into two periods.Then,after a comparative study and analysis of the commonly used performance evaluation model,considering that this type of performance reference indicator system has both qualitative and quantitative reference indicators,and is required to meet the characteristics of multiple development goals and real-time dynamic evaluation,in order to ensure the practicality,economy and scientificity of the evaluation standard model,entropy method and system dynamics are applied,The pre-performance evaluation model of rail transit PPP project is established.Finally,the model is applied to the practical application case of the PPP project of NP Light Rail Line 1,demonstrating the scientificity and economy of the standard model,including the rationality and practicality of the performance evaluation system.The final results of the analysis and research show the actual situation of the actual performance of the project in the pre-event period,and then provide corresponding solutions and suggestions to improve the performance of the project.It provides a new main planning idea for the performance management of China’s rail transit PPP project.Then it will lead the rapid rise and development of PPP mode in China’s urban rail transit industry,and help the rail transit industry find a balance between the supply of government management departments and the supply of trading markets.
