Research On VFM Evaluation Method And Model Of PPP Project

The PPP model of introducing private capital is very effective in alleviating the pressure of financial capital,improving the supply level of public services,and changing the functions of the government.In recent years,with the deepening of PPP mode promotion in China,a series of problems exposed in the whole process show that China needs to further promote the standardization of PPP project decision-making process,and how to measure the effect of PPP mode,we need to use VFM evaluation.Due to the late start of VFM evaluation in China,the research on the accuracy and effectiveness of the evaluation is still insufficient.In order to provide a better basis for the implementation of public projects,this paper will take VFM evaluation as the research object in the current policy and background,and further study the methods and theoretical models used in the evaluation.First of all,through extensive literature research,this paper analyzes and summarizes the VFM evaluation system at home and abroad,and finds out the problems of VFM evaluation in China.At present,VFM evaluation in China is divided into qualitative and quantitative evaluation.In view of the subjectivity of qualitative evaluation method,the objectivemethod entropy weight method is introduced to re determine the index weight.Secondly,after the quantitative evaluation model is studied again,on the basis of not breaking away from the existing evaluation theoretical model,the index in the quantitative model is adjusted.By introducing the B-S model in the real option method and fuzzifying the interval value with the help of the triangular fuzzy number method,the fuzzy real option value quantitative evaluation model is obtained.Finally,a tourism creative park project is selected as an example,and the research method is applied to the actual case for verification,and suggestions are put forward based on the relevant results.The results are as follows:(1)For the method research of VFM qualitative evaluation part,on the basis of the original expert scoring method,the subjective and objective combination of the evaluation method,compared with the original single subjective expert scoring method,the results are more scientific and reasonable.(2)In the study of quantitative evaluation model,the value of uncertainty ignored in the process of PPP project implementation is explored.The value range of uncertainty can reflect the actual situation of the project more truly,provide reference direction and basis for decision makers,and avoid wrong decision-making.Compared with the original VFM evaluation,the research in this paper is more comprehensive and practical.It plays a positive role inpromoting the development of PPP projects in China,and has certain practical reference significance and research value.
