In the past decades, with the rapid development of information technology, information technology outsourcing has been recognized and valued by society. But in the geological industry, due to the lack of awareness and attention, the development of the geological information technology outsourcing market is still in the blind and slow, and the default event, the outsourcing risk, the lack of protection of intellectual property rights and the failure case are occurred. For the geological enterprises, it is very important that the choice of information technology outsourcing mode, the ways to choose, and how to strengthen the management and control of information technology outsourcing, to achieve the desired effect based on the continuous and effective to implement information technology outsourcing under the controllable risk. For these questions, the dissertation has carried on the research from the following several aspects.Firstly, the dissertation takes the common phenomenon of information technology outsourcing into the field of theory research of information engineering of geological mineral exploration and development, and combing and summarizing the problems existed in the development process of information technology outsourcing, then summarizing the types of information technology outsourcing and the risk of information technology, at last, classifying the information technology outsourcing from 11 different perspectives.Secondly, after extensive investigation and analysis, the dissertation put forward eight kinds of outsourcing models which can be used for geological exploration and development, including free outsourcing model, lease outsourcing model, strategic alliance, affiliated outsourcing, self-controlled company, offshore outsourcing, internal package, autonomous dominant mode.Thirdly, on the basis of the questionnaire survey, from three dimensions of benefit, risk and implementation, the dissertation makes a comparative study of different outsourcing models with the help of Quinn theory and SWOT analysis method.Fourthly, on the basis of summarizing the characteristics of all kinds of outsourcing models, the dissertation refines the evaluation elements of the outsourcing operation mode combined with the related theories, and then refines the evaluation factors and indexes and gives a set of quantitative decision system of outsourcing selection model from the factors of benefit, risk and implementation. Based on the extracted evaluation factors and index, combined the advantage of analysis hierarchy process (AHP) and fuzzy analysis method, the dissertation designs a set of fuzzy comprehensive evaluation model combined the information technology outsourcing mode characteristics and business characteristics. The dissertation carries out the quantitative analysis of each model with the decision-making model, and gives the theoretical basis for the selection of information technology outsourcing model for the different scale geological enterprise by comparing.Fifthly, the dissertation researches the governance and control system of geological information technology outsourcing. The research contents includes the governance and control framework of information technology outsourcing, governance elements and governance model, governance content and system design, etc. At the same time, the dissertation researches the transmission mechanism of information technology outsourcing in view of the diversity of outsourcing elements.
