Risk Management Research On Major Communication Guarantee Project For Carrier T In Shaanxi Province

In recent years,China's communications industry is undergoing a profound transformation.On the one hand,people have more stringent requirements on communication quality and requirements.A dozen years ago everyone can make a call is satisfiedbut now everyone want enjoy high-quality and low-priced Internet links.On the other hand,other fields in the communications industry,such as companies,banks,and government agencies,have gradually improved the quality of communication,a series of major economic and sports events,such as "dual 11","We Chat red packets","Olympic Games" and "Two Meetings",have almost strict requirements on communication assurance quality.With the emergence of new technologies such as SDN and NFV,increasingly complex network structure,more and more cross-product and cross-network service applications,and IP-based network,carriers' traditional O&M modes are facing great challenges,In such an environment,how carriers can effectively achieve zero interruption,zero accident,and zero complaint in key communication assurance projects will be a very serious subject.This paper uses the basic theory of project risk management,Analysis on the Risk Characteristics of Major Communication Guarantee Project of Carrier T in Shaanxi Province,Identify the major risk factors of the communication assurance project of the Expo World Congress.There are 14 types of risk factors: First technical risk: Planning and design risks,campus network construction risks,equipment fault risks,auxiliary fault risks,network capacity risks,and fault recovery timeliness risks,Second management risk: Unclear organizational structure risks,operation management risks,resource management risks,and other management risks,hird economic risk: Contract risks and production risks,Other risks: Man-made destruction risks,onsite environment,and force majeure risks,The main risk factors of the project are evaluated by means of qualitative and quantitative analysis,and the corresponding risk countermeasures are put forward based on the risks of the preceding dimensions.Risk management is an important part of the nine knowledge systems of project management,which plays a key role in the smooth implementation and successful delivery of the project.The risk management of key communication assurance projects can help relevant management personnel take proper measures to prevent risks in the communication assurance project and minimize the loss caused by risks.At the same time,through the risk management research,we can summarize the experience and summarize the methods of coping with the risk problems that are frequently encountered in the communication assurance project,which is instructive to the subsequent risk management activities of similar projects.
