The Application Of Risk Management In Preliminary Planning Of PSTK Reform Project

Villages is not only the result of urban development from the early to the late extensiveexpansion connotative development, but also the urban development from junior to seniorprogressive inevitable trend. The reconstruction of the Village face too many risks because ofit involved multi-party interests, and balanced this multi-stakeholder also difficult.This paper took the PSTK pre-project planning’s risk management as the study, standingthe perspective of Excellence Group, by analyzing the characteristics of the transformationof villages risk management, discussed the idea of risk management applications in PSTKpre-project planning phase specifically accordance with risk identification, assessment andresponse specifically. In terms of risk identification, the article first introduced the basicconditions about the PSTK project and the Excellence Group which participating in the urbanrenewal, analyzed to identified the content of policy risk, market risk, financial risk, socialrisk, public intervention risk, the management and technology risk in the early planning stagesof the project, constructed the PSTK project risk assessment indicator System; the secondaspect of risk management is risk assessment, the article first made a quantitative analysis forrisk indicators by AHP, cleared the influence from risk indicator for the project, evaluatedthe level of project risk by fuzzy comprehensive evaluation method, the assessment resultsshows that the project is in the middle level of risk, risk managers need to prepare reasonablemeasure in order to prevent the risk in the project development process; the third aspect ofrisk management is risk response, the paper proposed the development of preventivemeasures from the policy, marketing, finance, public intervention and six aspects ofmanagement and technology combined with the foregoing analysis of risk factors andevaluation, reducing the impact of various risk factors to the PSTK project, improved thesuccess rate of the project.The practical application of this study expands the areas of project management theory,enriches the scope of city reconstruction system theory. For Shenzhen Excellence Group,through the analyzing and identifying the risk in the pre-planning stage project, can help themdetermine the value of project accurately and objectively, forecast the risk and its impactscientific, reduce investment risks and blindness. In addition, because the paper talked theproject risk management in the early planning stages from the real estate developerperspective, which is also the subject of reconstruction of the Village. So the article researchideas and methods can also give other participating city reconstruction project real estateproject managers to provide a reference and reference, help them to enhance project riskmanagement better.
