Research On Public Innovation And Entrepreneurship Policies Based On The Content Analysis

Innovation and entrepreneurship,as the eternal theme of the times,can not only solve the livelihood problems of increasing employment but also promote the sound and rapid development of the national economy at the strategic level.Under the economic background of public entrepreneurship and innovation,new requirements have been put forward for exploring how to use government resources to promote the development of innovative entrepreneurial activities in a reasonable and effective way.Under the new normal economy,China has ushered in the shift period of economic development.Innovation and entrepreneurship have become new engines for economic transformation and economic growth."Public entrepreneurship and innovation" was mentioned twice in the 2015 government work report,which shows that the government attaches importance to it.As we all know,innovation and entrepreneurship policies play a very important role in promoting the development of innovative and entrepreneurial activities.Therefore,it is of highly important practical significance for quantitative research on the policy texts of public innovation and entrepreneurship.Based on co-word network analysis,61 policy documents issued by the National People's Congress,the State Council,the National Development and Reform Commission and the Ministry of industry and information were analyzed on the theme by selecting key words,drawing social network graph and strategic diagram.It is found that the current policy of public innovation and entrepreneurship focus on six aspects,such as the enterprise,financing,public services,intellectual property,demonstration and information technology.The policy keywords can be divided into four clusters,such as knowledge innovation of universities and research institutes,technological innovation of enterprises,transformation of government functions,incentive and safeguard measures.The main body of public entrepreneurship and innovation policy is knowledge innovation of universities and research institutes.The policy about the technological innovation of enterprises may become train of thought and orientation of policy making for innovation and entrepreneurship in the future.The policy about the transformation of government functions remains to be further strengthened.These basic understandings of policy themes will help us understand and grasp the overall orientation and strategic direction of China's public innovation and entrepreneurship policies.In addition,on the basis of the existing research achievements,considering the power of policy and combing the ideas of Rothwell and Zegveld and the characteristics of public innovation and entrepreneurship activities,a three-dimensional analysis framework was constructed,which was based on the basic policy tools(supply side,environmental side and demand side),innovation and entrepreneurship cycles(seed period,initial stage,maturity period,and recession period)as well as policy levels(divided to four levels).Based on the three-dimensional analysis framework,the selected policy samples were analyzed one by one and placed in the analysis framework for frequency statistics.The results show that: first,in the use of supply side policy tools,the government acts weakly in the technical support and funding support,and many effective demand policy tools such as government procurement and service outsourcing were not used;second,the enterprises in recession only used the three policy tools of talent cultivation,regulatory control and strategic measures,and there is still a lot of room for the stimulating role of demand side policy tools to play;third,the Development and Reform Commission is the main branch of the joint post of the related policy,but the strength of the collaborative policies is limited and the implementation term is short.Based on these findings,suggestions are made for the formulation of public innovation and entrepreneurship policy.
