Research On The Policy Of Innovation And Entrepren-urship For Undergraduates In Inner Mongolia Under The Background Of Mass Entrepreneurship And Innovation

With the emergence of the slogan“mass entrepreneurship and innovation”,The state council and government departments at all levels have promulgated many policies to encourage innovation and entrepreneurship.Inner Mongolia autonomous region also actively responds to the state council,promulgating a series of policies of innovation and entrepreneurship for college students.Facts proved that these policies play a positive role in promoting entrepreneurship for university students.However,due to the innovation and entrepreneurship starts lately in China,many policies are in the exploratory stage.So these policies still have many problems,and have affected the policy effect.Since then,a series of policies to encourage entrepreneurship have been promulgated.This article is a research of the innovation and entrepreneurship policy for university students in the Inner Mongolia Autonomous Region after the 18 th CPC National Congress under the Double Creations background.The text of the entrepreneurial policy for university students after the 18 th CPC National Congress which issued by the Inner Mongolia Autonomous Region was combed by the ways of visiting and investigating,interviews,and web-based search,and the achievements of the innovation and entrepreneurship policy of university students were summarized.At the same time,by three methods of issuing questionnaires,interviews,and policyentrepreneurship in our district in Policy supports insufficient funds,poor policy implementation,deviations in policy goal orientation,low levels of policy awareness,and lack of entrepreneurship atmosphere.These problems will affect the smooth development of university students' entrepreneurial activities in our district,and will also affect the realization of the university students' entrepreneurial policy goals.These problems will have an impact on the smooth development of entrepreneurial activities for university students in our district,and will also have an impact on the realization of university students' entrepreneurial policy goals.For this reason,the reasons behind these problems are analyzed,that is,the innovation and entrepreneurship policy of university students has not formed a complete system,the operation mechanism of the policy is not perfect,and the supporting system of the policy supporting system is imperfect and so on.Finally,under the guidance of the human capital theory and the Progressive Decision-making Theory,etc.,relevant suggestions were put forward from aspects such as the improvement of the entrepreneurial policy system,the improvement of the operating mechanism of the entrepreneurial policy,and the improvement of supporting systems for the entrepreneurial policy.
