Study On The Suzhou Customs Supports The Transformation Of Processing Trade

Suzhou is the frontier of opening up in Jiangsu province,processing trade is an important part of Suzhou's foreign trade and open economy,which plays an important role in supporting economic growth,optimizing industrial structure and stabilizing employment.However,with the shortage of labor force,the gradual rise of labor costs,industrial restructuring and other factors in recent years,the development of processing trade in Suzhou has entered a stagnant period,the transformation and upgrading of processing trade has become a general trend.In order to support the transformation and upgrading of processing trade and accelerate the transformation of foreign trade development mode,Suzhou Customs Department is actively exploring new ideas and new methods to effectively solve the problem of supporting the transformation of processing trade.Based on the current development of processing trade enterprises under the jurisdiction of Suzhou Customs Area,this paper summarizes the achievements of Suzhou Customs in supporting the transformation of processing trade,and analyzes the main problems faced by Suzhou Customs in supporting the transformation of processing trade enterprises:(1)Inadequate regulatory capacity(2)Failure to actively guide processing trade transition easily(3)There are few and slow ways for business examination and approval.On this basis,combined with the experience of other regions and developed countries in supporting the transformation and upgrading of small and medium-sized processing and trade enterprises,this paper puts forward some suggestions for customs to support the transformation of processing and trade enterprises,including:(1)Improving the efficiency of Customs supervision(2)Adopting take various measures to guide the transformation of processing trade enterprises(3)Comprehensively improve the quality of customs services.The Present Paper mainly uses the new public management theory and the public goods theory to carry on a tentative discussion to the customs support small and medium-sized processing trade enterprise transformation.Therefore,the main purpose of this study is to attract more experts and scholars to pay attention to the role of Customs in supporting the transformation of processing trade,so that Suzhou Customs can provide more scientific,feasible and effective support for supporting the transformation of processing trade.
