Research On Customs' Government Affair From The Angle Of Transformation Of Processing Trade

In recent years, processing trade in China has experienced rapid growth,and it has played an important role in our society. The fast development ofChina's international trade has brought about China Customs opportunity ofdevelopment as well as new challenges and pressure of management. In somesense, traditional customs management hardly matches with the needs ofChina's opening economy and trade development in the respect of theory,system and management mode. Therefore, the innovation and improvement ofcustoms supervision mode is on the high agenda of the development ofChina's international trade. On one side, the transition and upgrading of theprocessing trade is being advanced step by step with the economicdevelopment, which will certainly impel the customs to transform theirsupervision, to innovate the model of supervision and improve the supervisionlevel. On the other side, we should innovate the supervision of customsbonded, and only in this way can we adapt to the development of theprocessing trade and the transformation to upgrade it effectively. Thus, at thebackground of the transformation and upgrading of the processing trade, howto strengthen the bonded check is a new task and challenge faced by customsbonded supervision. Firstly, the thesis reviews the history of Processing Tradein China, analyzes the necessity of transforming customs bonded processingregulation. On the basis of analyzing the importance of processing trade toChina's economic development, it discusses the risks faced by the customssupervision which is caused by the upgrading of processing trade. We discussthe idea of building up the Integral Customs Supervision system in a customsbonded supervision district. Finally, give out the proposals about innovativeprocessing trade regulatory approach.
