Research On The Customs' Service For The Transformation And Upgrading Of Processing Trade Enterprises In Heilongjiang Province

Since reform and opening-up,China strives to develop processing trade by taking the opportunity of international industry transfer.Due to the cost of Chinese labor increases,enterprises have to bear more and more costs in processing trade in recent years.Meanwhile,Southeast Asian countries take advantage of lower labor to expand processing trade in succession,and compete against "made in China".Since the financial crisis,Heilongjiang province strongly promotes the transformation and upgrading of the processing trade,leads processing trade to transform from export depends to domestic demand,impels processing trade to integrate and optimize,so as to increase homemade-percentage and value-addition,to improve the upgrading of the economy and the adjustment of industrial structure.Under this condition,Harbin Customs focus on the optimization of the supervision and service,taking the crises as opportunities to service the processing trade and economy of Heilongjiang province.This paper is an analysis on the current situations of the Customs' service for the transformation and upgrading of processing trade enterprises in Heilongjiang Province.By employing the service oriented theory,the author points out constraints from four aspects in the relative works,selects eight representative manners and methods of the customs' service for processing trade enterprises in the nation or region from home and abroad as references,and gives relevant suggestions and methods to solve the important issues in the customsr service for the transformation and upgrading of processing trade enterprises in Heilongjiang Province.This paper aims to provide more scientific,reasonable and efficient services and backups to the transformation and upgrading of processing trade enterprises in Heilongjiang Province.
