| In recent years,China has paid more attention to the construction of integrity.The Sixth Plenary Session of the Seventeenth Central Committee of the CPC emphasized the importance of the construction of integrity,and advocated that we should highlight the position of the construction of integrity,intensify our efforts in the construction of government honesty,social honesty,business honesty and judicial credibility,establish and improve the social credit investigation system,and form a good atmosphere of incentives for honesty and punishment for dishonesty in the whole society.At present,the state vigorously advocates the construction of an honest society,the development of personal credit industry is imperative.From 2014 to 2018,Premier Li Keqiang of the State Council pointed out on that "we should speed up the construction of social credit system,make it difficult for dishonest person,and easy for honest person all the way" in the "Report on Government Work" several times.The construction of social credit system is a complex systematic project.The urgent task is to improve the construction of personal credit system in China as soon as possible.It plays a fundamental and leading role in the construction of social credit system.Personal credit is an important part of the social credit information system.Personal credit information will form an information database by collecting,processing and summarizing information,and ultimately the credit agencies can provide services such as credit reports to the society.At present,many western countries have established a sound personal credit system,such as the United States,Britain,Germany,Japan and so on,while China's construction of personal credit system is still in its infancy.It is not difficult to find that there are some problems in the construction of personal credit system in China by comparing with Western countries,such as imperfect legal system and narrow sources of credit information data.As the frontier area of China's reform and opening up,Suzhou has continuously strengthened credit construction,actively supported the development of credit service industry and institutions,and made many explorations and attempts in the construction of personal credit system.In promoting the construction of personal credit system as a whole,Suzhou pays attention to the application of innovation and method optimization,and guides all parties to participate in the construction of personal credit system.Although the construction of the city's personal credit system has achieved effects at present,there are still some problems,such as imperfect system,imperfect information collection,inadequate organizational publicity and supervision,and leakage of personal privacy.Perfect personal credit system is of great significance for urban development,which is conducive to enhancing citizen's integrity,improving social governance and promoting the construction of urban spiritual civilization.This article combines the domestic and foreign literature,analyze and study the construction of personal credit system in Suzhou from five aspects.The first part is the introduction of the research background,significance,research status and research methods of the construction of personal credit system in China.The first chapter mainly explains the basic concepts of personal credit,credit system and related theoretical basis.The second chapter introduces the general situation,experience analysis and deficiencies of the construction of personal credit system at home and abroad.The third chapter is about present situation,experience summary and existing problems in Suzhou.Chapter four puts forward suggestions for improving the construction of personal credit system in Suzhou,mainly combining the current situation of Suzhou,and puts forward corresponding countermeasures from the aspects of system construction,data sharing,publicity and education,supervision and assessment,information protection,etc.,with a focus on promoting personal credit system. |
