Research On Problems And Countermeasures Of Taxation Service In Zhangjiagang City

The function of taxation is to organize fiscal revenue,regulate economy and adjust social distribution.With the deepening of the national tax reform and the collection and management duties on social insurance premiums and non-tax revenuetransferring to the taxation department,the number of taxpayers and payers has increased sharply in ZhangjiagangTaxation Bureau.Under the premise of paying taxes according to law and paying taxesconsciously,taxpayers and payers are more concerned about their rights and what tax service they can enjoy.The demand for tax service of taxpayers and payers is increasingly diversified,while their awareness of legal literacy and rights is constantly increasing.New ways of tax service are expected.Based on public finance theory,new public service theory and tax compliance theory,this paper finds a series of problems in the practice of tax service in Zhangjiagang,such as payingno attention to effectiveness in tax law publicity,the heavy task of first question responsibility system,low level of taxserviceinformatization,inadequate protection to taxpayers' rights and interests,insufficient social cooperation and so on,and analyses the reasons from the aspect of the tax cadre's own quality,the idea of tax service,work mechanism assessment and evaluation system,and informatization of tax service.Finally,this paper makes suggestionsforZhangjiagang Taxation Bureauto further improve the work level of tax service,includingpromoting tax law with the focus on taxpayers5 demand,giving full play to the function of taxpayers' school,highlighting the collection service of tax service hall,promoting the comprehensive application of"Internet+taxation",building a contingent of high-quality tax cadres,and realizing the socialization of tax service through the linkage of multiple departments.
