Application Research On The PPP Model In The Development Of Ancient City Scenic Spots

In recent years,China's tourism industry has developed rapidly.And it has been clearly promoted to a new strategic pillar industry in the 13th Five-Year Plan for Tourism Development.The tourism development of historic city,as a kind of important cultural tourism resources,is the human spirit source,gradually become a new kind of tourism fashion,suggesting the development of the ancient city of such resources.This paper selected the ancient city of scenic area as the research sample,in view of the ancient city of scenic spot of the current tourism development present situation has carried on the comprehensive analysis,points out the development problems in the process of the ancient city of scenic spots and challenges,and combining with the characteristics of the ancient city of scenic areas,scenic resources situation,the local economy and policy environment factors,such as targeted shows some has strong practicability and high feasibility of development strategy and suggestion.Through the survey found that the current single investment subject,the ancient city of scenic spot of the development of the money supply is relatively insufficient,quality of existing products and services of the scenic spot construction relative lag,difficult to fully meet the consumption demand of tourists,especially in the ancient city of scenic spot of obsolete infrastructure and service facilities but also become the core factor restricting the development of the ancient city of scenic spots.Based on this,the author believes that the innovation and transformation of financing mode,to improve the financing ability of ancient city scenic spot has become an urgent problem to be solved.As a new mode of operation with both financing and management functions actively promoted by the state,it is of great significance to explore the effectiveness and feasibility of PPP mode in the field of financing and management of ancient city scenic spot.This paper demonstrates the feasibility of PPP model in the development project of ancient city scenic spot from two dimensions of theory and practice,which plays a significant practical role in breaking the bottleneck encountered in the current development process of ancient city scenic spot,and is conducive to strengthening its revenue capacity and sustainable development capacity.This paper is divided into four parts and eight chapters,the specific content and structure of each part is as follows:The first and second chapters are the first part of this paper.In these two chapters,the author first introduces the macro situation of the ancient city tourism,and then leads to the value of the application of PPP model in the ancient city tourism scenic spot,indicating the theme of this paper.On this basis,the author combed and analyzed the research literature on ancient city tourism and PPP mode in domestic and foreign academic circles,and introduced the relevant concepts and theoretical results,so as to construct the theoretical framework of this paper and lay a solid theoretical foundation for the follow-up research.The third chapter is the second part.In this part,by combining theory with practice,the author deeply analyzes the applicability and value significance of PPP mode in the development of ancient city scenic spot.The second part of the full text plays a bridge role.Chapter fourth,five,six and are the third part of this paper.In this section,the author concentrates on the PPP model used in the ancient city of tourism scenic area development cooperation main body,the condition of risk involved,it analyzes interests distribution mechanism,in order to find a suitable scenic spot in the ancient city of PPP mode and the development path,thus effectively solve the bottleneck problem in the development of the ancient city of scenic spot,At the same time,through the case analysis,the selection has been included in the national Treasury PPP demonstration project of the ancient city of henan province kaifeng Song Dou cultural industry park qingming shanghe city(a)the PPP project as a typical case study,respectively from the operation mode,financing mode,risk management three aspects analysis demonstrates the feasibility of using PPP model,and combining the characteristics of the ancient city of scenic spot resources fully,on how to improve the value of the PPP mode application in the ancient city of scenic spots,properly solve the problem existed in the ancient city of scenic spot,to better promote the development of the ancient city of the scenic spot is given a series of high effectiveness and feasibility of countermeasures and Suggestions.The last chapter is the fourth part of this paper.In this part,the author mainly carries on the summary to this article,pointed out this article research innovation and the insufficiency,and carries on the forecast to the future.
