Since the 21st century,due to the rapid development of China's social economy,the most prominent housing problem in the social livelihood problem has been upgraded to a major problem affecting the national economy and people's livelihood,especially in the first tier cities,whether there is housing has an extremely important impact on all aspects of their lives,and even plays an important role in determining the quality of life of residents.In order to further alleviate the housing pressure of residents,the Ministry of housing and urban rural development(MOHURD)made six cities,including Beijing and Shanghai,become pilot cities of housing policy with common property rights through the issuance of relevant notice in 2014.Once the notice was issued,its unique housing mode attracted much attention.The significance of the pilot project is that it has played an important role in solving the housing difficulties of residents and making up for the welfare losses caused by the loopholes of other policy housing property rights.With the increasing attention of all cities and regions in China to the problem of common ownership housing which can effectively solve the housing problem,common ownership housing has become a new policy orientation in the field of indemnificatory housing in China and other major cities.The co ownership housing is not only the indemnificatory housing,but also the policy housing.The local government transfers part of the land transfer income according to the policy and subsidizes the developers,so that the built housing can be sold to the eligible indemnificatory target families at a low price.It is an important part of the housing security system in China.There is a certain difference with other related indemnificatory housing,that is,the housing is in full production.In the"middle zone" of power,the corresponding policy system has been implemented in many developed countries for decades.Since 2014,China began to implement the policy of CO ownership housing,which has a great impact on dealing with the housing difficulties of low-income groups in cities and towns,and further improving the supply institutions of housing security market.In particular,the relevant management measures issued by the Ministry of housing and urban rural development in 2017 emphasized the support for the housing construction of Beijing,Shanghai and many other cities,which has ushered in a new era for the construction of shared property housing in China.At the same time,the influence of the property of the common property right housing leads to its influence on many aspects such as laws and regulations,finance and so on.Based on this background,this paper will focus on the research and analysis of China's co ownership housing policy,find out the problems,and provide corresponding countermeasures and suggestions for these problems,which has practical significance for promoting the development of China's co ownership housing policy.The content mainly includes:on the basis of analyzing the current situation of the research on the housing policy of common property rights in China,relying on the corresponding theory of public and social management,establishing the theoretical basis of analysis,discussing the significance of the housing,determining the policy positioning and analyzing the advantages and features of the system,and analyzing the specific situation of the housing policy of common property rights in the pilot cities of China.At the same time,it further discusses the problems in the policy.Then,from the perspective of policy target groups,further study the problems and defects in the policy.Secondly,it analyzes the practical experience and Enlightenment of the housing policy of common property right at home and abroad,and also discusses the potential problems in the promotion.Next,through comparative study and case study,the corresponding policies of Shanghai,Huangshi,Chongqing and the United Kingdom are studied,and the relevant experience of foreign countries is referenced and used for reference from the perspective of laws and regulations and finance.At the same time,we will sort out the potential problems in the specific implementation process of the policy,and make corresponding countermeasures and suggestions for these problems.We hope that we can provide reference for them in this way,make some contributions to the relevant research in this field,and make our own efforts to further improve the relevant policies.
